Summary The Chief Clinical Officer leads all clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring proper client care is being provided in accordance with all clinical program requirements. The Clinical Director is accountable for setting the clinical vision for the organization and for the implementation of innovative and new clinical programming. Duties include establishing and supervising all clinical service protocols and practices; supervision, coaching and mentoring of all departmental staff; and collaboration with partners, payers and providers.
Essential Duties & Responsibilities
Provides direct services for youth, including information, referral, outreach, crisis intervention, advocacy, and linkage with educational, employment, financial, housing, counseling, medical and other social resources in the community.
Provides emergency consultation and intervention services as needed.
Provides trainings onsite and in the community as requested; provides onboarding training for new clinical team hires; participates in available clinical trainings related to professional development; keeps staff informed of essential updates, changes or revisions.
Provides clinical leadership, guidance and mentoring to clinical program managers, staff and interns; provides clinical oversight in the delivery of behavioral health services across multiple service areas, programs and overall service delivery sites; attends departmental, interdepartmental and leadership team meetings; conducts annual reviews of the clinical team.
Assists in completion of agency grants and proposals for funding; researches and assists in grant writing for new or expanded programs or services; assists in the development and ongoing monitoring of the department’s budget to ensure sound financial decision‑making and program solvency.
Oversees the Unusual Incident Reporting process and provides consultation and feedback; serves as Clients Rights Officer; monitors program performance in relation to clinical best practices and organizational mission; ensures full compliance with clinical contractual deliverables of all federal, state, Medicaid and other contracts and grants; administers grant and contract rules and requirements applicable to the delivery of integrated behavioral health services; monitors performance of behavioral health services staff to ensure productivity standards are consistent with best practices; stewards the development of the Quality and Compliance Committee and associated processes, including policies and procedures.
Responsible for development and implementation of the organization’s strategic plan; supervises and oversees the development and implementation of all aspects of the organization’s clinical operations, aligned with mission and strategic plans; makes appropriate adjustments to clinical programs to meet organizational, community, contractual and financial needs; collaborates with leadership to develop the vision and plan for additional programs or service lines.
Maintains awareness of trends in standards of practice for behavioral health providers; actively participates in community networking activities as the key clinical representative and liaison; develops and maintains collaborative relationships with allied agencies, funding sources, community partners and other entities, ensuring a broad, integrated system of care; participates and regularly attends partner meetings to stay informed of new opportunities, requirements, community resources, new programming and related training.
Requirements
Master’s degree in Social Work (MSW) or related field required.
For clinical supervision, the individual must hold a Licensed Independent Social Worker Supervisor (LISW‑S) or Licensed Professional Clinical Counselor Supervisor (LPCC‑S) license in the State of Ohio.
Minimum of ten (10) years of experience in clinical program development, administration, budgetary, compliance, or related field required.
Minimum of three (3) years of supervisory experience required.
Background Check Daybreak is required by State of Ohio law to perform a criminal background check, including fingerprinting, of eligible applicants. Additional checks conducted include federal exclusion databases such as the National Sex Offender Registry, Office Inspector General, Nurse Aide Registry, SAM, and the Developmental Disabilities (DODD) registry, as well as a Motor Vehicle Report.
Pre‑employment Testing Daybreak will conduct a tuberculin skin test or chest x‑ray, and a urine drug screening, at its expense. If the reviews indicate that the prospective employee does not meet the employment requirements, Daybreak may elect not to hire or to postpone employment until the prohibitive condition is removed.
Applicants who have committed, been convicted of, or pleaded guilty to a criminal offense—except for a minor misdemeanor not involving violence or a sexual offense older than five (5) years, or who refuse to submit fingerprints—will have their conditional offer of employment withdrawn immediately. Pursuant to SB 38 (child‑serving agency), should certain disqualifying events listed in the attached Ohio Revised Code Disqualifier sheet apply, employment may be prevented.
