The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.
The GEF unites 186 countries in partnership with international institutions, civil society organizations, and the private sector to address global environmental issues while supporting national sustainable development initiatives. It is the designated financial mechanism for five multilateral environmental conventions and was recently designated to serve as part of the financial mechanism of the 2016 Law of the Sea Convention. Since 1991, the GEF has achieved a strong track record, providing $24.7 billion in grants for over 5,700 projects in more than 170 countries.
The GEF Secretariat is a Vice‑Presidential Unit within the World Bank for administrative purposes and has approximately 100 staff members. It is seeking a Program Analyst to provide comprehensive assistance in the planning, organization, and execution of Council Meetings and other meetings such as the GEF Assembly and replenishment meetings. The role requires a professional with a proven track record in international event management, strong diplomatic skills, and experience in high‑level engagements. The incumbent will play a key role in ensuring the smooth operation of Council Meetings, supporting both technical and political aspects, and maintaining high standards of organization and detail.
The selected Program Analyst will report to the General Manager and Secretary to the Council.
Duties & Accountabilities
Council and Assembly Meetings Support
Assist in the development, planning, and execution of Council and Assembly Meetings, including logistical arrangements, agenda preparation, coordination with internal and external stakeholders, venue selection, registration and follow up, Zoom management, catering, travel arrangements, and protocol requirements.
Ensure compliance and work with World Bank internal procedures and guidelines for event planning and management.
Review and format key documents.
Prepare technical and political summaries of Council Meetings, capturing key decisions, discussions, and follow‑up actions.
Budget and Financial Tracking of Council and Assembly
Monitor and track the budget for Council Meetings, Assembly and related events, ensuring efficient use of resources and adherence to financial procedures.
Prepare budget reports and support financial reconciliation as required.
Support to other Teams
The Program Analyst will also support other work needs of the Secretariat upon request of the relevant GEF managers. These may include, among others, planning and organization of events and activities (Events Team); support as requested for work needs of other divisions, including Operations and Policy and Programming; and other needs as required. This support will be provided upon request from the Manager to ensure flexibility and responsiveness to evolving organizational needs.
Selection Criteria
Advanced university degree (Master’s or equivalent) in international affairs, public policy, environmental management, or a related field.
Minimum 3 years of professional experience in coordinating large‑scale international events, partnership building and knowledge management.
Diplomatic Skills: Demonstrated ability to interact professionally with high‑level officials, Council Members, and external partners.
Experience in budget management and financial tracking for events.
Familiarity with GEF operations, multilateral processes, or similar institutional environments is strongly preferred.
Strong interpersonal skills and capacity to work effectively under pressure in a multi‑stakeholder environment.
Excellent written and verbal communication skills in English; command of Spanish and French language is highly desirable.
Demonstrated degree of initiative and reliability, with ability to develop practical approaches to improve office effectiveness.
Ability to handle concurrent activities efficiently under pressure, with minimum supervision and to meet tight deadlines.
Flexibility and willingness to work overtime, especially during Council meetings.
High level of personal and professional integrity.
Required Competencies
Strong organizational and event management skills, background in organizing complex events, preferably within the World Bank or similar organizations. Ability to plan, organize, and prioritize tasks effectively, including setting up detailed agendas, managing logistics, and ensuring smooth operations during events, with attention to detail.
Critical thinking and problem‑solving skills: Applies critical thinking to recommend actions consistent with strategic goals.
Analytical and Writing Skills: Ability to synthesize complex discussions into clear, concise technical and political summaries.
Exceptional attention to detail and organizational skills.
