The Rochester Housing Authority (RHA) is seeking a qualified and mission-driven
Director of Finance
to oversee all fiscal operations of the agency. This is a strategic leadership role responsible for budgeting, accounting, audits, investments, and financial reporting for a complex public housing organization.
Position Overview The Director of Finance is responsible for planning and managing the full scope of RHA’s financial activities. This includes oversight of accounts payable/receivable, payroll, budgeting, grant tracking, audits, insurance, and investment management. The role reports directly to the Executive Director and supervises a team of professional and clerical finance staff.
Key Responsibilities
Prepare and submit the annual RHA budget to appropriate funding agencies
Manage monthly general ledger processes and financial reporting
Oversee RHA’s insurance coverage and ensure compliance with state and federal requirements
Track investments and maximize earnings on surplus cash
Lead all financial audit preparation and resolution of audit findings
Monitor fixed assets and ensure proper accounting for capital expenditures
Present financial reports to the Board of Commissioners and other stakeholders
Coordinate with IT staff to ensure finance systems are accurate and efficient
Supervise and develop finance department personnel
Required Knowledge, Skills, and Abilities
Strong understanding of governmental or nonprofit accounting practices
Familiarity with HUD funding streams and public housing financial programs (e.g., Section 8, Capital Fund, MTW, RAD)
Experience with budget development, financial projections, and cash flow analysis
Skilled in audit preparation and working with regulatory agencies
Ability to interpret complex financial data and communicate findings clearly
Strong leadership and supervisory capabilities
Full Performance Knowledge and Expectations
Knowledge of public housing and governmental accounting standards
Experience managing grant funding and reporting to federal and state agencies
Understanding of RHA insurance, fixed assets, and investment practices
Ability to navigate HUD regulations, public housing law, and finance policy frameworks
Minimum Qualifications Candidates must meet one of the following:
Option A:
Master’s degree in Accounting or Finance plus three (3) years of full‑time experience in accounting or finance (not including bookkeeping or record‑keeping)
Option B:
Bachelor’s degree in Accounting or Finance plus four (4) years of full‑time experience as above
Option C:
Bachelor’s degree in Business Administration with at least 18 credit hours in accounting plus four (4) years of full‑time experience as above
In all cases:
Must also have at least
two (2) years of supervisory experience , which may be concurrent.
