Job Summary The Director of Quality Control leads the organization’s quality control program with strategic oversight, ensuring all construction projects meet or exceed contractual, regulatory, and company standards. This role places a pivotal emphasis on maintaining the organization’s reputation for excellence through robust quality management systems, process standardization, and continuous improvement initiatives. The Director partners closely with project management, field operations, and executive leadership to drive consistency, reduce rework, and ensure delivery of superior results across all project types, including federal and healthcare construction.
Responsibilities
Develop, implement, and continuously improve the company’s Quality Control Program and procedures.
Establish and maintain quality assurance standards in accordance with contract documents, applicable codes, and industry best practices (e.g., USACE CQM, ISO 9001).
Lead quality planning and documentation for federal projects, including QC Plans, Submittal Logs, Deficiency Logs, and Three‑Phase Control process documentation.
Oversee pre‑construction reviews, material inspections, testing programs, and system commissioning verification.
Conduct regular field audits, inspections, and quality assessments to identify trends, root causes, and opportunities for improvement.
Develop and deliver training programs for project teams and subcontractors to ensure quality expectations and procedures are clearly understood and executed.
Serve as the primary point of contact for all quality‑related issues on federal and healthcare projects.
Collaborate with Safety, Operations, and Project Management to integrate quality, schedule, and safety standards seamlessly.
Analyze and report on quality performance metrics, including nonconformance rates, rework costs, and inspection results.
Lead root cause analyses and corrective action initiatives for recurring deficiencies.
Implement and maintain quality control software systems for documentation, reporting, and data‑driven decision‑making.
Represent the company during client quality meetings, federal quality inspections, and project turnover processes.
Provide executive leadership with comprehensive quality performance reports and strategic improvement recommendations.
Mentor and coach direct reports supporting the Richard Career Pathways.
Support operations teams through bid response enhancements detailing understanding of project requirements.
Review and approve project‑specific QA/QC plans for federal and non‑federal contractors.
Minimum Qualifications
Minimum 15 years of progressive quality control experience in the construction industry.
Experience managing a team of 15 or more quality control professionals.
CQM‑C (USACE/NAVFAC Construction Quality Management for Contractors) certification.
Proven experience managing Quality Control programs for federal, healthcare, and private sector construction projects.
In‑depth understanding of the USACE Three‑Phase of Quality Control process and contract documentation requirements.
Experience with testing and inspection coordination, materials verification, and subcontractor quality oversight.
Strong working knowledge of building codes, specifications, and construction standards (ASTM, ACI, ASME, etc.).
Ability and willingness to travel to project sites (estimated 50%+).
Preferred Qualifications
Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
Experience developing and implementing company‑wide Quality Management Systems (QMS).
Familiarity with ISO 9001 or equivalent quality standards and audits.
Excellent communication, leadership, and problem‑solving skills.
Proficiency in quality management software platforms and project management tools.
Experience managing quality in active healthcare and government environments.
Demonstrated success in leading cross‑functional quality improvement initiatives.
