The Executive Director/Chief Executive Officer (CEO) is the chief executive and appointing authority of the Louisiana State Board of Nursing, providing strategic, regulatory, and operational leadership for the agency. This position is responsible for guiding LSBN's mission to protect the public and advance nursing excellence through effective oversight of nursing practice, education, and licensure. The CEO leads the implementation of the Nurse Practice Act and all associated regulatory frameworks with integrity, vision, and accountability. This role requires a decisive and collaborative leader who can balance policy, compliance, and innovation in a dynamic healthcare environment. The ideal executive demonstrates deep expertise in nursing regulation, governance, and organizational management, paired with strong financial acumen and the ability to lead through influence. The CEO builds trust across diverse stakeholders including legislators, educators, healthcare executives, and professional organizations and promotes transparency, professional integrity, and inclusive leadership. Through strategic foresight and effective execution, the CEO ensures LSBN’s continued effectiveness, credibility, and impact in protecting the citizensof Louisiana. POSITION OVERVIEW

The Executive Director/Chief Executive Officer (CEO) serves as the chief executive, administrative officer, and appointing authority of the Louisiana State Board of Nursing (LSBN). Reporting directly to the Board, the Executive Director/CEO provides visionary leadership, strategic direction, and regulatory oversight to ensure that LSBN fulfills its statutory mission to protect the public through the regulation of nursing practice, education, and licensure. The Executive Director/CEO integrates professional integrity, sound judgment, and strategic vision to manage complex relationships, foster collaboration across internal and external stakeholders, and ensure the effective administration of the Nurse Practice Act. KEY AREAS OF EXECUTIVE OVERSIGHT

Governance and Strategic Leadership

Provide executive leadership and guidance to implement the Board's Strategic Plan, ensuring alignment with LSBN's mission, statutory authority, and public protection goals. Serve as the appointing authority for the agency, responsible for executive staffing, talent development, and succession planning. Demonstrate problem-solving, decision-making, and leadership competencies to address complex regulatory challenges and operational priorities. Establish performance standards, organizational benchmarks, and accountability measures to ensure transparency, efficiency, and sustained impact. Cultivate a culture of empowerment, inclusion, and professional excellence among staff and stakeholders. Regulatory Oversight and Rulemaking

Direct the review, drafting, and promulgation of administrative rules consistent with the Louisiana Nurse Practice Act (LAC 46:XLVII). Oversee legislative engagement and rulemaking activities that strengthen LSBN's authority and clarify regulatory intent. Ensure compliance with state and federal administrative procedures, using regulatory management and policy development expertise to support nursing education and practice. Apply evidence-based and technology-supported approaches to rulemaking and regulatory reform. Nursing Practice and Education

Oversee the regulation of nursing practice, including licensure, advanced practice, and continuing competency standards. Ensure nursing education programs comply with LSBN's academic and accreditation standards. Evaluate and enhance nursing education policy to address workforce needs and promote quality outcomes. Collaborate with Louisiana nursing programs, healthcare institutions, and professional associations to align nursing education and practice with emerging healthcare priorities. Demonstrate knowledge of nursing practice, general management, and complex relationship-building to maintain high-quality standards statewide. Policy Development and Compliance

Lead the development and implementation of regulatory policies, guidelines, and procedures to promote compliance with the Nurse Practice Act and related statutes. Oversee policy alignment across all divisions to ensure operational consistency, accountability, and efficiency. Utilize evaluative and technology skills to monitor data systems, improve communication, and streamline processes. Foster a proactive compliance culture through staff training, risk management, and continuous quality improvement. Disciplinary Oversight and Enforcement

Direct the administration of disciplinary processes to ensure fairness, transparency, and adherence to due process. Supervise the investigation and adjudication of complaints related to professional conduct and licensure violations. Demonstrate personal integrity, professional conduct, and ethical decision-making in managing disciplinary cases. Collaborate with legal counsel and enforcement partners to uphold public trust and safeguard the nursing profession. Stakeholder and Community Engagement

Serve as LSBN's primary representative and liaison to state and national organizations, including the Louisiana Department of Health, Louisiana Hospital Association, Louisiana Organization for Nursing Leadership, Louisiana State Nurses Association, and legislative bodies. Build and sustain complex external relationships that enhance LSBN's influence and regulatory credibility. Promote public and professional awareness of LSBN's mission through strategic outreach, partnerships, and communication initiatives. Exhibit communication and interpersonal skills that foster collaboration, trust, and mutual understanding. Organizational Leadership and Development

Provide executive oversight of staff development, human resources, and workforce management to ensure a high-performing organizational culture. Lead initiatives in succession planning, diversity and inclusion, and employee empowerment that align with LSBN's strategic priorities. Direct administrative, technological, and operational systems to strengthen LSBN's infrastructure and capacity. Demonstrate excellence in human resources management, technology evaluation, and organizational development. Financial and Operational Management

Oversee all fiscal operations, budget planning, and financial reporting to ensure transparency and accountability. Manage resource allocation to support regulatory functions, strategic initiatives, and workforce development. Apply financial management, strategic planning, and decision-making competencies to sustain operational integrity and long-term viability. Ensure compliance with state fiscal policies, audit standards, and internal control systems. Board Relations and Executive Communication

Serve as the primary liaison between the Board and LSBN staff, ensuring clear communication and coordinated implementation of policy decisions. Provide expert analysis, reports, and policy recommendations to support informed Board decision-making. Demonstrate board relations, visionary thinking, and professional communication in all executive interactions. Maintain open, transparent, and responsive communication between LSBN, the Board, and the public. QUALIFICATIONS

Master's degree in nursing required; Doctorate (DNP, PhD, or EdD) preferred. Current licensure or eligibility for licensure as a Registered Nurse in Louisiana. Minimum of ten years of progressive leadership experience in nursing regulation, higher education, healthcare administration, or public policy. Demonstrated knowledge of the Nurse Practice Act, administrative law, and public-sector governance. Proven experience in strategic leadership, financial management, regulatory policy, and organizational development. Strong ability to manage diverse relationships, make data-informed decisions, and lead through complex and evolving environments. CORE COMPETENCIES
