Information Governance Compliance Manager
Cooley is seeking an Information Governance (IG) Compliance Manager to join the IG & Privacy team.
Position summary:
Cooley Information Governance & Privacy embraces a culture of customer service excellence and all members of the department are expected to move this agenda forward. To that end, the IG Compliance Manager is expected to recognize that the Cooley Information Governance and Privacy department is a service organization first and foremost and will be evaluated on this requirement equal in importance to the technical or operational responsibilities outlined later in this document. Responsible for the management of the Information Governance Compliance team and its functions including the management of IG Compliance personnel, the transfer of client/matter records, the import of client/matter records, records retention/destruction and legal holds.
The Information Governance Compliance Manager is responsible for the management of the Information Governance Compliance team and its functions including the management of IG Compliance team, transfer of client/matter records and import of client/matter records, records retention/destruction and legal holds. Specific duties and responsibilities include, but are not limited to, the following:
Position responsibilities
Manage IG Compliance team and process around the transfer of client/matter records, the import of client/matter records, records retention/destruction and legal holds
Develop goals and objectives for the Information Governance Compliance team in conjunction with IG strategic planning
Prepare preliminary annual expense and capital operating budget for the compliance team and monitor monthly expenditures
Contribute ongoing analysis and requirements gathering specific to the maintenance of the IG framework (policy, standard operating procedures)
Develop, implement, and manage systems and procedures for the timely transfer of client/matter records to clients or outside counsel and the import of client/matter records
Develop, implement, and manage systems and procedures for records disposition
Develop IG compliance training programs for end users
Manage and/or supervise Compliance team including hiring, training, evaluation, counseling, and termination, as necessary.
Evaluate headcount resource requirements and provide recommendations to maximize capacity and staffing ratio efficiencies
Develop and provide training programs to maximize team skills and knowledge
Understand all aspects of the firm's IG Policy and be able to articulate relative obligations to firm stakeholders
Manage issued legal holds and coordinate the identification, collection and production of potentially responsive information, and closure in compliance with established policy and procedures
Audit and track the firms' responsibilities against Outside Counsel Guideline agreements
Apply industry principles and theories of data protection, privacy and business confidentiality to the records and information management process
Address records information management requirements for the records lifecycle
Work closely and effectively with senior management, department and business group leaders, and IS to ensure information governance programs are adhered to and maintained
Negotiate and recommend vendor contracts for functions related to Compliance
Remain current in emerging technologies and trends to manage information assets; recommend appropriate changes to improve compliance functions
Identify projects and coordinate resources to ensure successful completion of projects and achieve organizational goals and objectives
Coordinate project work including IG specific matter mobility departing attorney responsibilities, client file transfers, record retention, legal holds, etc
Develop and maintain departmental documentation of procedures
Serve as direct supervisor and mentor to direct reports
Provide day-to-day supervision of direct reports, ensure compliance with assigned work hours and monitor for compliance with all firm and department policies. Manage staffing coverage, review and process time logs/time off requests
Support business professional development and continued educational opportunities
In collaboration with immediate supervisor and CN HR, participate in hiring, performance appraisals, counseling, termination and other employee lifecycle events
All other duties as assigned or required
Skills and experience Required
After orientation at Cooley LLP, exhibit proficiency in the Microsoft Office suite, iManage and other firm applications
Ability to work extended and/or weekend hours, as required
Ability to travel, as required
5+ years technical skills relevant to IG management systems (RMS/DMS), including areas specific to data mapping, data conversion; document properties and metadata management (classification, coding and security); and data protection, privacy and business confidentiality. Senior candidates must have 7+ years applicable experience in the field with 3+ years of management experience in relevant roles.
Solid experience with industry best practices for electronic and physical data retention and organization
Experience with and ability to handle print and electronic collections
Preferred
Bachelor's degree preferably in IT, Library Science, Records or associated discipline
Experience coordinating the implementation of new technologies
Strong project management skills
Experience with one or more RIM enterprise technology solutions used for the management of both physical and electronic information, e.g., Autonomy iRM, HP WRM, ARM, FileSurf, LegalKey
Strong understanding of GARP (Generally Accepted Recordkeeping Principles)
Certified Records Manager (CRM) credentials and/or Information Governance Professional (IGP) credentials
Experience working for a law firm or other profession services organization

The expected annual pay range for this position with a full-time schedule is $110,000 - $155,000. Senior level candidates may be considered for this position and would be eligible for a higher salary range based on experience. Please note that final offer amount will be dependent on geographic location, applicable experience and skillset of the candidate.
