Head of Development

to join the Concessions team at S&B USA.

Responsibilities

Lead and direct bid development activities for investment opportunities in the U.S. P3 market.

Manage and coordinate the review and negotiation of investment‑related documentation such as concession agreements, design and construction contracts, financing documents, and shareholder agreements.

Facilitate internal project and investment proposals, coordinating approvals with risk and investment committees.

Prepare board materials and internal presentations for legal and commercial activities.

Liaise with clients, partners, financiers, and advisors on active and future business opportunities.

Technical / Industry Knowledge

10+ years of substantial, relevant transactional experience in infrastructure, transportation, public procurement, and public and/or private finance matters.

Degree in Business, Law, Finance, Economics, or Engineering.

Deep knowledge of contracting models and financing structures, and the ability to navigate the legal and regulatory landscape governing U.S. P3 infrastructure projects from pre‑procurement to financial close—emphasizing roads, transit and rail, bridges and tunnels, autonomous vehicles, airports, water, government facilities, transit‑oriented and mixed‑use development, universities, and renewable projects.

Exceptional drafting, writing, analytical, and advocacy skills with a proven ability to interact successfully with clients and colleagues.

Familiarity with all customary industry agreements (e.g., project agreements, construction agreements, and credit support documentation).

Experience supporting and administering corporate documentation and risk policies.

This full‑time position can be located in Pittsburgh, PA, or Washington, DC. Salary is commensurate with experience.
