Location: Washington, DC
Clearance: Secret clearance (active ideal; must be a U.S. Citizen)
Summary: The individual will serve as a Senior Program Resources Analyst within Space Communications and Navigations (SCaN) at NASA HQ. The position will support the areas of budget planning, formulation, and execution.
Responsibilities
Provide accurate estimates for the cost of a project by analyzing and collecting information about labor, materials, and schedule.
Identify gaps in budget process and create efficient solutions to support the program.
Create and utilize cost estimation and modeling tools to better assess performance and costs.
Monitor contracts and task orders for cost trend analysis; develop frameworks to monitor budget and coordinate with project team members to review planned vs. actual variances and create monthly status reports.
Prepare financial reports for management and Resources staff to document projected budgets, funds received, direct and reimbursable cost expenditures, and remaining funds available.
Suggest efficiencies and process improvements for the organization.
Provide project management support by generating presentations, charts, graphs, correspondence, spreadsheets, and other documents related to technical development activities.
Serve as interface with center project leads and NASA HQ managers; provide regular communication with major stakeholders of upcoming milestones and deliverables.
Plan, schedule, and coordinate activities and processes to support key activities and meetings such as project and program reviews.
Coordinate meetings on behalf of the customer, take notes, and disseminate minutes and actions; track and follow up on actions of responsible parties.
Support efforts to integrate cost, risk, and schedule data, and assist with coordination between stakeholders at NASA HQ and field centers.
Requirements
Be proficient in advanced use of Excel including lookup functions, pivot tables, and similar features; ability to use and create macros is very beneficial.
Possess strong analytical and interpersonal skills.
Strong verbal and written communications.
Team player with a positive, can‑do attitude and a willingness to learn new processes.
Ability to prioritize work and communicate time estimates when there are competing priorities; can status assignment progress.
Proficient with Microsoft Office suite (Word, PowerPoint, Outlook and Excel).
Experience with creating and using PowerBI and other project management software.
Travel may be necessary—locally and within the U.S.; anticipated to be approximately two domestic trips per year.
Must be a U.S. Citizen and be able to obtain a government‑issued Secret clearance.
Federal Government (NASA) background/experience strongly preferred.
Minimum of 3 days on‑site / in person. This position could potentially be filled at NASA HQ in Washington, DC or NASA Glenn Research Center in Cleveland, OH depending on customer preference.
Education / Experience
Bachelor’s degree with eight or more years of relevant work experience.
