Legislative Affairs Analyst Supporting ARPA-H

The position is hybrid, with occasional onsite work at the client site in Washington, DC. All applicants must be U.S. citizens and live in the Washington, DC area.
Spire is a full-service communications firm supporting innovative programs in government, technology, healthcare, and science. We seek a full-time, highly skilled professional to provide support for the ARPA‑H’s (Advanced Research Projects Agency for Health) legislative affairs department. Candidate will exhibit familiarity with and knowledge of the legislative and regulatory process.
In this position, you would be responsible for monitoring and reacting to the status of health research‑related legislation, hearings, and floor actions. You will also prepare agency staff for congressional hearings and respond to congressional inquiries. You will provide summaries of ARPA‑H engagements with Congress, upcoming hearings, and active legislation for agency leadership. You will write background papers, talking points, and written and oral statements for leadership and agency employees when preparing for Congressional briefings.
What You’ll Do
Support the day‑to‑day activities of the ARPA‑H legislative affairs office
Manage visits from Congressional staffers
Manage processes for creating legislative briefings and responses
Coordinate visits with members on the Hill
Track regulatory documents relevant to ARPA‑H and educate agency leadership
Research and write background papers, talking points, and verbal and written statements/responses
Synthesize complex information into clear understandable written formats
What You’ll Bring to Spire
7+ years of experience in legislative affairs, government affairs, or congressional affairs
5+ years’ experience working in health research
