The Counterintelligence Specialist supporting the Common Intelligence Picture (CIP) is responsible for establishing, maintaining, and enhancing a comprehensive and current representation of Foreign Intelligence Entity (FIE) activity across the USINDOPACOM Area of Responsibility (AOR). This role directly supports the J2X by maintaining authoritative threat databases, assessing FIE networks, and enabling operational targeting by U.S. Military Services and DoD Agencies.
Clearance: TS/SCI (with Poly if required)
Mission Area: USINDOPACOM J2X – Counterintelligence, HUMINT & Exploitation
Database Development & FIE Network Tracking
Establishes and maintains a current and comprehensive database of FIE actors operating within the USINDOPACOM AOR.
Develops the mechanics, structure, and methodology for databasing FIE threat networks across the theater.
Ensures the Commander receives accurate, timely, and actionable intelligence to inform strategic and operational decisions.
Common Intelligence Picture (CIP) Development & Maintenance
Assists in developing and maintaining the Common Intelligence Picture (CIP) of FIE activities across the theater to support operational targeting.
Ensures the CIP includes detailed information on
Known or suspected FIE personnel
Facilities and support infrastructure
Collection platforms and communications
Associated networks and operational patterns
Uses the CIP to track and locate FIE elements for targeted operations by Services and DoD Agencies.
Reporting, Assessments & Collection Management Integration
Produces and reviews Intelligence Information Report (IIR) evaluations from across the IC to refine and improve the CIP.
Facilitates IIR evaluations by transmitting evaluation requests to analysts and CI/HUMINT consumers.
Maintains IIR evaluation metrics for theater collection and prepares required reporting summaries.
Assists in producing and publishing Collection Emphasis Messages (CEMs) and other collection‑management products.
Process Development & Coordination
Develops and leads J2X‑CI processes related to CIP management and ensures standardization across analytic teams.
Coordinates with J2X‑CI analytical leads to maintain accurate and updated data.
Designs, refines, and executes standardized presentation formats for the CIP to support leadership briefings and operational planning.
Situational Awareness & Mission Integration
Maintains comprehensive situational awareness of active and emerging CI targets across the theater.
Maintains understanding of ongoing CI operations, investigations, collection efforts, and analytic priorities.
Ensures CIP updates accurately reflect the operational environment and threat landscape.
Experience in counterintelligence, all‑source analysis, or FIE network analysis.
Proven ability to develop and maintain intelligence databases or intelligence systems.
Experience integrating CI and HUMINT reporting into analytic products.
Familiarity with IIR evaluation processes, CI collection requirements, and collection management.
Strong ability to synthesize complex data into operationally relevant insights.
Excellent communication skills, including written analytic products and briefing materials.
Qualifications Experience supporting a Combatant Command, ideally USINDOPACOM.
Experience with CIP, threat networks, target development, or collection management.
Familiarity with CI/HUMINT reporting, evaluation metrics, and theater collection cycles.
Experience developing standardized intelligence presentations or operational briefing products.
