As the Senior Apps Systems Analyst based at the Washington Navy Yard in Washington, D.C., you will support cross-platform requirements as identified by SEA 05 deputies and directors and assist SEA 05 with providing support to Technical Warrant Holders and their engineering technical pyramids for initiating, planning, executing, finalizing, and tracking technical standard projects in accordance with NAVSEA policy and procedures. Responsibilities Support Manpower Assessment and conduct analyses to ensure the workforce is tailored to Navy operational needs and technical allowances. Conduct top-down functional analyses to support manpower assessments, ensuring that personnel allocations are justified and aligned with the organizations strategic objectives. Identify manpower risks and recommend modifications to the organizations strategic manpower, and practices. Develop and support System Manpower, Personnel, and Training Policy Requirements. Arrive at fiscal estimates and schedules to satisfy engineering team and integrated product team (IPT) requirements. Conduct analysis and review across all ship/system boundaries and interfaces employing a human-centered design approach that optimizes performance and meets mission requirements. Ensure all engineering team and IPT products are integrated and consistent within and across engineering teams and IPTs. Prepare and update associated document tracking, provide related metrics reporting, and prepare a list of changes for document revisions with justifications. Communicate and process information across the various ship design project activities, including configuration management, maintenance, and approval of data. Create BIN visualizations of the PEO-IWS Workforce highlighting risks and opportunities for efficient staffing. Provide organizational process improvement recommendations and plans. Provide recommendations to optimize organization support duties and team composition to achieve support objectives. Develop requirements for recurring manpower data analysis and workforce and workload dashboards.
Qualifications
Active or current DoD Secret clearance. U.S. citizenship. Minimum of 8 years of experience. Experience supporting NAVSEA System Manpower, Personnel, and Training Policy Requirements. Experience supporting NAVSEA or Navy Manpower assessments and process improvements. Bachelors degree in a relevant field (associates degree with 2 years of additional experience or high school diploma/GED with 4 years of additional experience is considered). Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook). Ability to work a hybrid schedule (3?4 days in the office, 1?2 days from home). Ability to travel 10% of the time.
