Summary Develop detailed labor and material estimates for shipboard/shop work and repairs to be accomplished on Government and Commercial vessels using drawings, specifications and on‑site shipchecks for interference and access problems. Solicit and evaluate subcontractor price quotations and report to a Contracts Supervisor. Interface with other estimators, production supervisors, subcontractors, vendors and customers while developing and scoping estimates. Plan and schedule work to fit within the overall schedule set by the department manager and Contracts Supervisor.
Essential Functions and Duties
Use expertise, experience and all available data to develop a comprehensive estimate of costs that will provide the company with all necessary costs and information needed to perform the job.
Be aware of NASSCO’s "Standards and Business Conduct" (Standard Practice No. 38) and abide by the instructions and guidelines set forth in the standard.
Other responsibilities and duties as assigned.
Actively participate in implementing and monitoring continuous improvement initiatives to improve safety, quality, reduce cycle times and reduce costs.
Skills and Qualifications
High school graduate; related college coursework desirable.
Knowledge of shipboard nomenclature and systems, equipment, spaces, configuration and the labor and material costs needed for repairs, upgrades, alterations and maintenance.
Make decisions concerning interpretation of work item specifications and write inquiries to customers for clarification.
Track ongoing work and repairs to provide feedback on material and man‑hour estimating efforts using cost reports, purchase order data, on‑site observations and direct interface with key production personnel. Retrieve data from all forms of Labor Management System (LMS) and archives.
Use computers to store and retrieve information and assist in preparing labor and material cost estimates. Access the system and work with various programs to develop the estimate into a proper bid format.
Physical Demands Must be able to climb vertical ladders to perform ship inspections; physical dexterity required for bending and reaching. Must handle stressful situations and be physically able to commute to various areas of the shipyard. Occasionally exposed to dust, welding/burning fumes, smoke. Noise levels may range from low to extremely noisy.
Accountability Position has a direct impact on NASSCO’s ability to win new repair work and the profitability of that work.
Pay Scale $76,900 – $104,400
This pay range is a reasonable estimate of the salary range for this role.
