Assistant Director, Public Safety (NCS) – Baltimore Convention Center Join the City of Baltimore to fill the Assistant Director, Public Safety (NCS) – Baltimore Convention Center position. This mid‑management role oversees day‑to‑day operations, scheduling, and emergency response for the Convention Center. It is a non‑civil service position with an annual salary range of $70,338.00–$91,572.50.

Job Summary The Assistant Director works under the Director of Public Safety, managing a team of 28 full‑time officers and ~30 part‑time security and lobby attendants. Responsibilities include scheduling, personnel oversight, policy enforcement, training, incident response, and maintaining safety policies. The role requires evening, weekend, holiday hours and 24‑hour on‑call support.

Essential Functions

Mid-level manager at the Convention Center.

Direct managerial support to department staff to ensure efficient and safe conduct.

Manage hiring, promotion, evaluation, training, payroll approval, counseling and disciplinary actions.

Implement work rules per City and Center policies and collective bargaining agreements.

Develop and facilitate in‑service training programs (Defensive Driving, First‑Aid/AED, Active Shooter Response, etc.).

Handle requisitions, purchasing, and inventories of supplies such as uniforms and radios.

Create and post employee work schedules and maintain payroll records using Workday.

Develop and implement safety policies and OSHA‑compliant procedures; oversee Safety Committee.

Help develop SOPs and departmental training for internal operations.

Evaluate and deploy staff during emergency situations.

Administer Center’s access control and credentialing systems.

Review incident reports for accuracy and completeness.

Participate in Manager‑on‑Duty rotation.

Remain on‑call 24/7 for emergencies or service disruptions.

Event Operations

Communicate daily event information and instructions to team members.

Coordinate event‑related needs to ensure timing and safety of ingress/egress and loading docks.

Represent the department at event production meetings and preparatory sessions, communicating pertinent info to staff.

Lead staff monitoring building systems, safety walkthroughs, entrance monitoring, and related tasks.

Respond to customer and Convention Services Manager requests for service.

Ensure safety procedures are effectively practiced.

External Relations

Coordinate and communicate performance of contracted security companies at events.

Collaborate with Police Departments and other agencies on public safety activities.

Attend external meetings with Visit Baltimore, Downtown Partnership, and others.

Represent BCC at relevant meetings.

Minimum Qualifications

Education:

Bachelor’s degree in criminal justice or related accredited field (preferred).

Experience:

Five years of supervisory experience in public safety and security, performing the above skills and abilities.

OR

High School Diploma or GED and seven years of supervisory experience in public safety; equivalence accepted.

Driver’s License Requirement Valid Maryland Class C non‑commercial driver’s license or equivalent; must be eligible for Baltimore City driver’s permit. Provisional licenses are not acceptable. Applicants must upload a copy of their valid driver’s license at application time.

Understand and articulate cause‑and‑effect of decisions.

Basic knowledge of Workday, Microsoft Office 365, etc.

Additional Information

Eligible candidates for positions of trust must complete a Criminal Background Check or Fingerprint screening.

All selected candidates must complete a 6‑month mandatory probation.
