Pay Range State Bar of California provides the following ranges; actual pay will be based on your skills and experience.

Base pay range:

$74,786.00/yr – $123,943.00/yr

Office of General Counsel ranges:

Paralegal: $74,786 – $99,640

Program Analyst: $92,960 – $123,943

FLSA status: Exempt for Program Analyst / Non‑Exempt for Paralegal. This position allows up to four days of remote work per week.

About the Office The Office of General Counsel (OGC) is in‑house counsel to the State Bar, providing a full range of services, including representation in state and federal courts, advocacy of discipline and admission cases in the California Supreme Court, and legal advice to the Board of Trustees and all State Bar entities.

OGC provides legal advice and representation in litigation, admissions and discipline, antitrust, Open Meeting Act, bankruptcy, Public Records Act, collections, contracts, copyright, governance, labor and employment, legislation, regulations and rules, real estate, regulatory work, and general corporate matters.

About the Position The Office of General Counsel seeks a highly motivated, analytical, detail‑oriented professional. The position will largely focus on coordinating and responding to requests under the California Public Records Act (CPRA), under the supervision of an Assistant General Counsel. Key tasks include:

Drafting and sending responses and ensuring compliance with the CPRA, including initial responses with applicable exemptions.

Communicating with requestors to clarify relevant documents and interpret requests.

Working with State Bar offices to gather records and providing guidance on locating responsive materials.

Reviewing documents for applicable exemptions and required redactions.

Researching eligible exemptions and staying abreast of changes to the CPRA and related legislation.

Organizing records and maintaining documentation of request status for backup coverage.

Educating and advising staff on CPRA obligations and procedures.

Additional duties under OGC attorney supervision may include:

Assisting with subpoena and discovery compliance, including review, gathering, drafting responses and deadline tracking.

Supporting government claim responses, preparing letters and tracking deadlines.

Conducting document review, analysis and organization for litigation, audits, investigations, or other regulatory matters.

Assisting with contract management, drafting standard terms, tracking status and maintaining files.

Providing litigation support such as case management and litigation tracking.

Providing general support on projects or assignments directed by OGC attorneys.

Performing other related duties consistent with this role.

The ideal candidate has prior experience handling record requests under the CPRA or FOIA in a government setting, and a solid understanding of public record laws. They skillfully manage competing priorities, analyze sensitive documents for legal compliance, communicate effectively within the organization and to the public, exercise excellent judgment and discretion, work independently, identify sensitive information, apply exemption criteria, and produce clear accurate written responses. Technological proficiency with Microsoft Office Suite, document management systems and tracking tools is required.

Minimum Qualifications – Paralegal

Education:

Bachelor’s degree or equivalent work experience.

Experience:

Two (2) years as a paralegal.

Certification:

Completion of an approved paralegal program, mandatory continuing legal education (four hours of legal ethics every three years, four hours of general law every two years).

Applicants must complete the State Bar’s selection process.

Minimum Qualifications – Program Analyst

Education:

Bachelor’s degree or comparable combination of education and experience.

Experience:

Two (2) years in data collection, evaluation, research or performance/financial analysis, grant compliance in a public sector or nonprofit, or equivalent.

Special Qualifications:

Specialized knowledge, abilities, education, experience or license may be required.
