This is professional work, under the general direction of the Director, to include supervising and administering primarily the Planning & Development Department’s current planning functions. Job duties consist of varied supervisory, technical review, and administration duties. Successful performance ensures compliance with the Zoning Ordinance, Subdivision Regulations, and relevant codes. FLSA status is Exempt.
PERSONNEL MANAGEMENT RESPONSIBILITIES (20%)
A
Assists in orienting, training, assigning, directing, supervising, and evaluating assigned personnel.
C
Coordinates work activities, organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults the staff, assists with complex/problem situations.

Manages processes, files, and records.
ADMINISTRATION AND PLAN REVIEW DUTIES (60%)

Consults with city staff, realtors, developers, citizens, and design professionals on matters related to planning and zoning regulations.

Interprets city ordinances.
P
Performs plan, plat, and permit application reviews. Ensures the review process is well coordinated.
P
Performs field inspections.
P
Prepares a variety of reports and correspondence.
P
Provides staff support to Board of Zoning Adjustment and Planning Commission. May also support Historic Preservation Commission and City Council as needed.

Enforces the Zoning Ordinance and Subdivision Regulations.
OTHER RELATED DUTIES (20%)
A
Attends seminars and classes to remain current or to acquire new information on planning and related issues.

Attends meetings of the Board of Zoning Adjustment and Planning Commission. May also attend Historic Preservation Commission, City Council, and other meetings as needed. Some meetings may be outside of regular work hours.

Serves on committees as needed.

Recommends and implements policies and procedures in the Planning & Development Department.

QUALIFICATIONS

Bachelor’s Degree in Planning, Urban Design, Geography, Public Administration or a related field from an accredited institution is required.

Five years of full-time experience in one or more areas of planning, administering zoning ordinances and subdivision regulations, and reviewing plans. A master’s degree may be substituted for one year of experience.

Supervisory experience related to planning preferred.

Membership in the American Institute of Certified Planners, or ability to achieve, preferred.
Job duties are typically performed sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. Employees occasionally lift light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
Job duties are typically performed in an office and outdoors, occasionally in extreme or inclement weather. Employees may be exposed to noise, dust, dirt, and grease.
Job duties require the use of protective devices such as masks, goggles, gloves, etc.
Job duties require the ability to deal with and relate to people beyond giving and receiving instructions.
