Join the City of Baltimore as the Chief of Fiscal Services II (NCS). This executive‑level position works closely with various city agencies and the Fire Department to oversee fiscal operations, budgeting, procurement, and audit coordination. Job Summary
The role monitors, manages, analyzes, compiles, and reports on all fiscal operations within the agency. The Chief advises agency officials, oversees budget preparations, invoicing, and procurement, and provides guidance and training on complex fiscal transactions. Essential Functions
Compile data and prepare agency fiscal budget; monitor and approve budget expenditures; prepare cash flow projections. Monitor, evaluate, and improve fiscal solvency, effectiveness, and efficiency; develop, implement, and analyze fiscal plans, goals, and strategies. Lead preparation of cash flow projections to ensure adequate funds for obligations. Represent the agency before the City’s Board of Estimates and the City Council on budget submissions and spending authority. Serve as the point of contact with City Audits and external auditors; coordinate responses to audit requests and implement process improvements. Respond promptly to pending city, state, or federal legislation requiring financial analysis. Participate in contract negotiations with fire employee unions and other stakeholders. Engage in committees, task forces, and special assignments as requested. Direct and oversee payroll, grant accounting, procurement, telecommunications, and related services. Qualifications
Education: Bachelor’s degree required; master’s in public finance administration preferred. Experience: 8–15 years of public finance experience; experience working with union representatives and public officials. Skills: Strong knowledge of public agency budgeting, accounting, auditing, reconciliation; proficiency with Workday software; ability to analyze and communicate complex fiscal information; experience with collective bargaining. Other: Ability to lift up to 20 pounds, work in a standard office setting, and use technology systems. Physical Demands and Environmental Elements
Standard office setting with moderate noise levels and controlled temperature. Occasional physical tasks such as lifting or moving materials up to 20 pounds. Background Check, Probation, and Financial Disclosure
Successful candidates will undergo a criminal background check and fingerprint clearance. A mandatory six‑month probation period applies. A financial disclosure must be completed within 30 days of hire. Equal Employment Opportunity
