Overview We are currently seeking a Director of Business Development to work with our growth team for Publicis Groupe’s and PlowShare’s U.S. Government practice. Reporting to an executive leader at PlowShare, you will lead government pursuits for PlowShare while also leading the largest government pursuits across multiple agencies within Publicis. You may also be asked to contribute to nonprofit pursuits.

The right candidate will capitalize on our capabilities, develop and execute marketing and sales strategies for driving new and incremental business revenue, and determine relevant past-performance and operational requirements for specific customers to support growth within our Government sectors.

Responsibilities will include building, managing, and capturing a robust pipeline of opportunities within our current tracking system, overseeing pursuit through qualification, capture, and award status, providing strategic direction and support for bid strategies, pricing, teaming, and proposal development while coordinating with internal resources.

Responsibilities

Develop strategic plans with tactical execution to grow the business from existing customers and market share from the competition.

Drive lead‑generation programs and capture plans.

Optimize the new business process, response content, and pursuit plans to increase pipeline and conversion rates.

Support thought leadership and content development.

Grow the opportunity pipeline through identification and qualification of new business opportunities.

Identify and cultivate business partner relationships.

Lead and participate in the identification, qualification, and pursuit of strategic business opportunities.

Apply marketing intelligence and competitive data for targeted pursuits.

Participate in bid decisions, gate reviews, and price and cost strategy development.

Spearhead agency pitches and proposals.

Research, analyze, and monitor financial, technological, and demographic factors.

Direct, manage, and train a business development associate on collateral, case studies, pitches, marketing, and intelligence.

Maintain CRM to promote contact with targets, support marketing initiatives, and provide accurate pipeline reporting.

Work with the Finance Director to support pricing strategies for market share.

Prepare sales and marketing reports and analyses.

Maintain data for compliance and collaborate with internal compliance teams on government reporting.

Qualifications

At least 10 years of experience in new business, including 3 years in government contracting.

Sales and/or business development experience with government programs and deep relationships with program officers.

Experience working with major government prime contractors.

Demonstrated strategy development, execution, and leadership skills.

Strong prioritization and change management abilities.

Proficiency with federal market intelligence websites and services (Bloomberg Government, Deltek GovWin, SAM.gov, GSA eBuy).

Strong customer service skills and ability to work with a diverse team.

Proficient with Microsoft Office and other computer programs.

Leadership qualities to motivate, influence, and inspire others.

Negotiation, planning, critical thinking, and problem‑solving skills.

Ability to calculate pricing, discounts, proportions, percentages, and volume.

Compensation Compensation Range: $121,315 to $166,000 annually. The range may be adjusted at any time. Temporary roles may be eligible for benefits such as medical, dental, vision, disability, 401(k), and paid time off. Application deadline: 2/15/2026.
