Chief Real Estate Appraiser, Operations Officer IV (NCS) – Department of Finance
Salary Range:
$85,660.00 – $136,935.00 Annually (Starting: $85,660.00)
This is a non‑civil service position.
This position is part of the Fiscal Integrity Office within the Department of Finance.
Job Summary The Baltimore City Department of Finance seeks a motivated Chief Real Estate Appraiser to manage property appraisal processes, produce appraisal reports, and identify additional revenue sources for City government. The candidate will review appraisals, support real property assessment appeals, ensure compliance with tax guidelines, and communicate with stakeholders.
Essential Functions
Review appraisals submitted to the City of Baltimore.
Create appraisal reports.
Assist with Real Property Assessment Appeals.
Assess potential sources of additional revenue for the City of Baltimore.
Independently review tax credit applications for accuracy and compliance with program guidelines.
Conduct thorough data analysis.
Effectively communicate with applicants, program managers, and stakeholders.
Maintain up‑to‑date knowledge of relevant tax laws and regulations.
Consistently apply a variety of laws, rules, regulations, standards, and procedures.
Minimum Qualifications Education:
Valid Certified General Appraiser credential in Maryland in good standing and a bachelor’s degree.
Licenses & Driver’s Requirements:
Valid Maryland Class C Noncommercial driver’s license, or equivalent, with no provisional service or learner permits.
Skills:
Strong analytical and problem‑solving skills, excellent attention to detail, proficiency in Microsoft Office Suite (Word, Excel), ability to work independently, and superior written and verbal communication skills.
Additional Requirements Candidate must provide a copy of a valid driver’s license at the time of application.
Background Check & Probation Background Check: Final consideration candidates for trust positions must complete a Criminal Background Check and/or Fingerprint authorization.
Probation: Mandatory six‑month probationary period for all selected candidates.
Financial Disclosure Required completion of a Financial Disclosure under City Ethics Law within 30 days of hire.
