Location of Position Water and Science Administration, Compliance Program, Wastewater Compliance Division, 1800 Washington Blvd., Baltimore, MD 21230
Main Purpose of Job The Regulatory Compliance Specialist (RCE) Supervisor serves as the first level of managerial work in environmental regulatory compliance, functioning as the Division Chief. The RCE supervisor assists the Deputy Program Manager with the management, planning, and supervision of staff and operations within the Wastewater Compliance Division. The incumbent is expected to be reachable to support after‑hours responses as needed. The Wastewater Compliance Division is responsible for statewide inspection and compliance monitoring activities at municipal and industrial wastewater treatment facilities, ensuring compliance with state and federal environmental laws and regulations concerning water pollution control through various enforcement strategies. Work duties may involve exposure to uncomfortable or unpleasant surroundings, including:
Field Work: Consultations in inclement weather within wetlands, sewage treatment plants, or similar environments.
Hazards: Potential exposure to chemicals, dust, or odors.
Physical Exertion: Heavy lifting, climbing, traversing rough surfaces, rock‑lined ditches, and crossing streams.
Sampling: Handling chemical testing agents and taking samples, involving potential exposure to harsh chemicals and toxic byproducts, requiring the use of protective equipment such as goggles and gloves.
Candidates may be required to drive a state vehicle. An out‑of‑state driving license must be accompanied by a certified copy of the driving record and must contain no more than 5 points.
Minimum Qualifications
Education: A bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety.
Substitution 1: At least 20 credit hours in engineering and two years of related work can substitute the bachelor’s degree.
Substitution 2: A master’s degree can substitute up to one year of the required experience.
Substitution 3: A current Professional Engineer or Professional Architect registration in Maryland or a state with comparable requirements can substitute for the required education and one year of the required experience.
Substitution 4: U.S. Armed Forces military service experience as a commissioned officer in Engineering or Architecture can substitute for yearly equivalents of the required experience and education.
Desired or Preferred Qualifications
Previous experience supervising technical and administrative personnel.
Strong interpersonal, leadership, planning, and organizational skills.
Strong written and oral communication skills to engage with a wide variety of stakeholders.
Technical experience applying state and federal laws and regulations such as Clean Water Act, NPDES permits, water quality permits, and related science‑based permits.
Experience with administrative, civil, and criminal legal processes and working with the Office of the Attorney General.
Experience with EPA databases such as ICIS, ECHO, NetDMR, and MDE’s ETS database.
Licenses, Registrations and Certifications Employees may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Special Requirements Employees may be subject to a twenty‑four‑hour call‑in schedule and may be required to provide a phone number where they can be reached 24 hours.
