Specific Duties and Responsibilities
Represent the JHPD’s mission, vision, and values when interacting with university, community, and advocacy groups.
Coordinate JHPD resources and activities under supervision to address concerns about university and community issues.
Enforce laws, rules, and regulations governing the safety and protection of individuals, buildings, and property. Perform simple and complex problem‑solving projects designed to enhance safety and prevent or reduce harm.
Provide direct support for the allocation and direction of resources (manpower, vehicles, equipment and supplies) to meet the needs of the JHPD and manage operational and overtime expenditures.
Manage day‑to‑day operations of a patrol area, direct supervision of Sergeants, and performance management of sworn staff.
Support planning, organizing, directing, and evaluating the performance of assigned sworn staff; ensure performance requirements and personal development goals are met.
Hold supervisory personnel accountable for executing proactive and community policing initiatives and crime‑prevention strategies.
Ensure subordinates regularly use and promote procedural justice principles, de‑escalate situations as necessary, and engage in community policing and problem‑solving activities.
Coach subordinates on performance issues; train them in handling general management problems; recommend corrective action.
Supervise special assignments and details as required.
Coordinate and cooperate with Campus Safety and Security Command Staff in preliminary and follow‑up investigations of complaints, criminal offenses, and disruptions.
Coordinate preliminary investigative activities at a crime scene or significant event until arrival of investigative entities.
Maintain good relations with faculty, staff, students, the public, other law‑enforcement agencies, and public officials.
Inspect and maintain assigned equipment and clothing; operate law‑enforcement equipment.
Collaborate with other JHU departments to determine necessary level of response to ensure community safety.
Participate in specialized unit activities such as crime prevention, recertification instruction, criminal investigations, and special events.
Respond to calls for assistance and emergency service; take appropriate action.
Conduct investigations of incidents reported on the shift.
Assist in collection and preservation of evidence.
Assist with serving warrants and summonses.
Prepare or assist with cases for court; testify in court when necessary.
Provide the public with safety information and conduct community‑related public safety programs.
Collaborate with local and state law‑enforcement agencies when needed; direct traffic and assist with crowd control.
Perform office duties such as answering telephones, dispatching, issuing parking permits, and providing general information.
Maintain visitor logs.
Perform related duties as assigned.
Minimum Qualifications
Seven (7) years of total service as a commissioned law‑enforcement officer.
Two (2) years in the rank of Lieutenant or three (3) years in the rank of Sergeant.
Distinguished service record with excellent performance rating and no record of serious or repeated disciplinary actions or citizen complaints.
Associate’s Degree in Criminal Justice or related field.
Preferred Qualifications
Bachelor’s Degree in Criminal Justice or related field.
Comparative Compliance Standards (out of state applicants)
Minimum 750 hours of acceptable entrance‑level police academy training.
Currently in good standing with a full‑service law‑enforcement agency or retired in good standing within 2 years.
Provide academy curriculum, hours, and graduation certificate.
Conditions of Employment Satisfactory completion of a Maryland Police Training Commission–recognized or approved Police Academy Training program and a Police Field Training program. Employees may be subject to pre‑employment and random drug testing. Employees will serve a one‑year probationary period after successful completion of training and certification requirements.
Other Requirements
Certification as a sworn Police Officer recognized by the Maryland Police Training Commission or other state through Comparative Compliance Training for lateral candidates.
Clery Act designated job as campus security authorities member; compliance with Clery Act requirements.
Must be a U.S. citizen or permanent legal resident with proof of citizenship or pending application.
Must be an honorably discharged veteran or submit proof of honorable discharge before conditional offer.
Must not have been convicted of a felony.
Must demonstrate physical ability to perform job.
Must possess and maintain a valid driver’s license.
Must have current MPTC certification or other non‑Maryland state certification.
Finalists required to complete background check, medical exam, drug test, polygraph, and psychological evaluation.
