Job Description
The Command, Control, Battle Management, and Communications (C2BMC) team seeks an Integrated Program Planning (IPP) Lead who brings extensive Agile Release Train Engineer (RTE) expertise. The ideal candidate has mastery‑level experience in integrated program planning and a passion for driving Agile Release Train (ART) events and processes that enable teams to deliver business and customer value. The core duties include facilitating all Agile Release Train processes and execution, fostering continuous improvement culture, and blending Agile practices with program‑level planning across the team. As the driving force behind the ART, you will keep the train on schedule, ensure delivery of value against Program Increment (PI) objectives, and lead coordination efforts with the C2BMC planning team.
Responsibilities
Direct the creation, integration, and maintenance of Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) using tools such as Deltek OpenPlan, Microsoft Project, Primavera, and Kidasa Milestones.
Lead schedule risk assessments, critical‑path analysis, and develop schedule metrics that inform decision‑making.
Guide Earned Value Management (EVM) processes, ensuring compliance with LM corporate policies and DCMA surveillance requirements.
Coordinate the preparation and presentation of schedule and EVM data to senior leadership and customers.
Develop and disseminate planning best practices, mentor team members, and influence functional leads to adopt standardized processes.
Manage relationships with program stakeholders, aligning priorities and resolving changes in a dynamic environment.
Facilitate Program Increment (PI) Planning events, managing logistics and ensuring alignment with business stakeholders.
Prepare Program Backlog and business context for PI Planning with Product Management, System Architects, and Product Owners.
Track ART Progress, focusing on feature completion, milestones, and PI objectives.
Lead synchronization meetings such as Scrum of Scrums and PO Sync to manage dependencies and impediments.
Proactively identify, track, and manage cross‑team dependencies and program‑level risks.
Coach Scrum Masters, teams, Product Owners, and leaders on Lean‑Agile practices and the SAFe framework.
Facilitate the Inspect and Adapt (I&A) workshop at the end of each PI.
Champion and model servant leadership, systems thinking, and a continuous learning culture.
Lead the integrated System Demo at the end of each iteration to demonstrate progress to stakeholders.
Serve as the primary communication point for the ART, providing updates on progress, risks, and health.
Assist with managing program budget, resources, and governance in line with Agile principles.
Provide Cost Account support as key player in monthly Earned Value Management (EV) Cycle.
Desired Skills and Qualifications
SAFe Release Train Engineer (RTE) certification (strongly preferred). Other SAFe certifications (SSM, SA, SASM) also valued.
Hands‑on experience supporting Earned Value Management (EV) processes.
Critical thinking and complex problem‑solving abilities.
Demonstrated Change Management Leadership in people, process, tools, and culture.
Experience as a Control Account Manager (CAM).
Experience supporting core strategic initiatives related to Integrated Program Planning Council projects.
Strong communication skills with influence and relationship management.
Ability to obtain a Secret Clearance.
