This contract is part-time – 25 hours per week with 4 days/week in the office and 1 day remote on Fridays.
Program Overview Seeking a contractor to support the Data Governance & Compliance Manager with:
Establishing a data governance framework.
Day‑to‑day core operations of the Data Governance program.
Implementation of the What Works Cities (WWC) Certification Program powered by Bloomberg Philanthropies, with the goal of obtaining all three WWC Certifications (Silver, Gold, and Platinum) within 18–24 months.
Objectives Complete all tasks and milestones to achieve WWC Certifications. Silver Certification should be achieved within 6–8 months from hire or an assessment should be provided within 90 days of hire, explaining why certification cannot be obtained within the deadline and recommending steps to obtain the certification with a new deadline date.
Work closely with the Data Governance & Compliance Manager to create a data governance framework and maintain and upload documents and information into the WWC Assessment and Results for America Dashboard.
Ensure consistent communication of progress and milestones.
Scope of Work The Contractor Will Be Responsible For
Coordinate and consult with WWC Results for America support staff and technical assistance providers to complete the Assessment stages in the dashboard.
Provide program management & implementation.
Obtain data and documentation to assess current practices and gaps relative to WWC standards.
Log, track, and maintain evidence and artifacts required for certification.
Provide progress tracking & communication.
Establish and maintain a project or program management dashboard or reporting structure to monitor all progress separate from the WWC Dashboard.
Deliver monthly updates.
Provide WWC milestone documentation and prepare for key check‑ins.
Support preparation and submission of the official WWC application and self‑assessment.
The Contractor Will Provide The Following Services Program and Progress Tracking
Develop and maintain program documentation including milestones, deliverables, and decision logs.
Establish and manage a program tracking system to log, monitor, and report on the status of various initiatives.
Create standardized reporting templates.
Draft regular program updates, presentations, and summary briefs.
Create internal communications campaigns to promote understanding and adoption of What Works Cities practices and tools.
Create change management strategies to support culture shift toward data‑driven governance.
Systems and Tools Integration
Assist with identifying enhancements to workflows, dashboards, or integrations needed to support analytics and performance monitoring.
Deliverables
What Works Cities Assessment Dashboard Uploads & Responses – Semi‑Annually: Review, summarize, and upload the Compliance Risk Assessment Report, including evaluation of risks related to data handling and recommend mitigation strategies.
What Works Cities Assessment Dashboard Uploads & Responses – Within 120 days of hire: Create Data Policy & Standards Manual, a guide outlining data classification, security, and access protocols.
What Works Cities Assessment Dashboard Uploads & Responses – First training session within 6 months of hire: Develop & grid training program & materials curriculum for internal training on data governance and compliance.
Data Governance Training: Assist with providing training sessions regularly scheduled and provided on an ongoing basis.
What Works Cities Assessment Dashboard Uploads & Responses – Within 60 days of framework: Create and upload a Data Stewardship Roles Matrix – assignment of ownership and accountability across departments.
What Works Cities Assessment Dashboard Uploads & Responses – As required for audits: Prepare and upload Audit Support Documentation Packet, documentation of compliance practices, risk logs, and response actions.
What Works Cities Assessment Dashboard Uploads & Responses – Every 3 months: Quarterly Governance Status Report – updates on metrics, training participation, compliance issues, and improvements.
What Works Cities Assessment Dashboard Uploads & Responses – Within 150 days of hire: Create an Incident Response & Escalation Protocol Procedures aligned with cybersecurity for responding to data breaches or misuse.
Ongoing Deliverables
Weekly Reports: Tracking hours worked, deliverables, and progress updates.
Monthly Status Updates: Detailed insights into project milestones and next steps.
