I. POSITION OVERVIEW: Under the supervision of the Deputy Director of Chapter Operations, the Chapter Executive Director (CED) serves as the administrative and operational head of two or more Chapters, functioning as an extension of the NASW National Office under the One Association framework and the Dual Chapter Model. The CED executes national strategy at the state level, ensuring alignment with the National brand, standardized policies, fiscal expectations, operational procedures, and member engagement goals established by the National Office. The CED collaborates with volunteer members and ensures all activities adhere to national standards, compliance requirements, and strategic priorities. The CED is responsible for planning, organizing, directing, and coordinating all state programs, staff, and activities to ensure efficient operations, consistent member experience, and year‑over‑year growth in value, engagement, and visibility.
II. ESSENTIAL DUTIES AND RESPONSIBILITIES: Within the limits of the NASW Bylaws, the Chapter Charter, and the National Office policy framework, the Executive Director holds responsibility for carrying out the following duties:
A. Administrative & Operational Management
Keeps the National Office and Chapter Leadership Councils fully informed of operations. Submits all required national reporting including for finance and membership.
Executes national communications strategy at the local level, including newsletters, alerts, public statements, advocacy messaging, and member outreach ensuring that all communications follow NASW branding, messaging and media protocols.
Supports National Office marketing and public relations efforts, including local partnerships, press engagement, visibility campaigns, and digital engagement.
Attends Leadership Council meetings and provides staff support ensuring standardized customer service across all assigned chapters.
Recruits, trains and supervises staff in assigned chapters. Builds a cohesive team culture among all staff.
Coordinates volunteer onboarding. Facilitates volunteer engagement through committees, task forces, events, and community partnerships.
Implements national advocacy priorities at the local level with guidance from the National Office. Coordinates state legislative activity, policy monitoring, and social justice efforts according to standardized NASW protocols. Works collaboratively with volunteer members, coalition partners, and national staff to strengthen the social work voice at the state and local levels.
B. Financial Management
Develops and manages budgets for all assigned Chapters and administers funds per NASW fiscal policies. This includes forecasting, reporting, and internal controls. Ensures financial safeguards and audit readiness.
Supports grants, sponsorship, and revenue initiatives locally and through the National office. Identifies efficiencies gained through shared services.
Executes national membership recruitment, retention, and engagement strategies within the Chapter Region. Monitor membership analytics and implements targeted actions to support growth goals and value delivery.
C. Education, Events & Professional Development
Facilitates planning and execution of NASW-approved educational programs, CEU offerings, conferences, and state events. Ensures alignment with NASW national education standards, CEU compliance, and quality control expectations. Ensures inclusive, equitable programming that reflects the diversity and professional needs of the membership. Ensures staff support and volunteer involvement in program planning and local engagement activities.
Supports the implementation of national conference content, virtual learning platforms, and shared resource initiatives.
D. State Relationship Management
Strengthens relationships with academic programs, employers, community partners, coalitions, policymakers, and social work stakeholders.
Represents NASW at state events, coalitions, and public functions, maintaining alignment with national messaging and priorities.
III. WORKING RELATIONSHIPS:
Internal: National Office departments, regional staff, volunteer members, and other Executive Directors.
External: Government officials, academic programs, coalitions, vendors, employers.
IV. MINIMUM WORK REQUIREMENTS: A. Knowledge
Strong understanding of association management and NASW structure, policies, and operations.
Knowledge of social work values, ethics, workforce issues, policy priorities, and practice areas.
Bachelor’s degree required; MSW from a CSWE-accredited program preferred.
B. Experience
Minimum three (3) years of leadership experience in association management, nonprofit administration, or government operations.
Experience engaging and supporting volunteer leaders.
Demonstrated experience in compliance‑driven, multi‑site organizational environments.
C. Skills & Abilities
Strong leadership, supervision, communication, and organizational skills
Ability to execute standardized operational processes and performance metrics
Strong financial acumen
Ability to collaborate across a matrixed national organization
Skilled in community engagement, public speaking, and relationship building
This position is expected for someone to reside in Washington or Oregon and is able to travel to both.
