El Hogar Community Services, Inc. operates outpatient mental health, substance abuse, and prevention programs utilizing the Psychosocial Rehabilitation Model serving adults in the Sacramento area who are experiencing mental illness.
The Program Director for the SIERRA ELDER WELLNESS PROGRAM (SEWP) Outpatient Mental Health Program is responsible for overseeing and managing all aspects of outpatient mental health programs specifically designed to meet the unique needs of older individuals. The Program Director will play a critical role in ensuring the delivery of high-quality mental health services to clients, promoting staff development, and maintaining compliance with relevant regulations and best practices. The Program Director works with the executive leadership team to ensure employee performance evaluations are completed and delivered within a specified timeframe; maintains employee time-off requests and records; ensures timely and accurate submission of time cards to administration; prepares quarterly and outcome reports according to Sacramento County contract guidelines; actively participates in meetings and events related to the Executive Management Team, County, and other community organizations; and keeps the COO/CEO informed of operational and programmatic issues.
Essential Duties and Responsibilities:
include the following. Other duties may be assigned. Program Management: Take a proactive role in providing strong leadership presence at the facility. Oversee the day-to-day operations of the clinic, ensuring high-quality mental health services. Develop, implement, and evaluate program policies and procedures tailored to older adults. Provide after-hours/on-call service and crisis intervention as needed within the management team. Conduct analyses to identify program needs, gaps, and opportunities for improvement. Engage in staff and client interactions to foster a collaborative, supportive, and therapeutic environment. Team Leadership and Development: Facilitate staff meetings and provide leadership and guidance to all staff members. Lead and inspire a multidisciplinary team of mental health professionals specializing in older adult care. Foster a supportive work environment promoting effective communication and service excellence. Coach, mentor, and support staff and interns through feedback, professional development, and maximizing potential. Provide supervision and in-service training/workshops on clinical interventions and documentation. Maintain a culture of integrity, professionalism, and respect for staff and clients. Community Engagement: Establish and maintain collaborative relationships with community partners, senior care organizations, and stakeholders. Act as a liaison to promote awareness and access to mental health services for older adults. Represent the organization at external events, conferences, and meetings to enhance visibility and build alliances. Quality Assurance and Compliance: Ensure accurate client screening, assessment, admissions, and discharges per contracted criteria. Ensure compliance with regulations, accreditation standards, and ethical guidelines. Implement and monitor quality assurance measures; address grievances and uphold care standards. Versatility and Flexibility: Perform various roles within the clinic as needed, including assessments, caseload support, diagnosis consultation, fieldwork, and crisis intervention. Support staff in crisis situations, following proper protocols and reporting timely. Address emerging needs with adaptability and creativity. Fiscal Responsibilities: Monitor expenditures, track contract performance, recommend budget adjustments, and prepare reports for management and County to ensure financial sustainability. Implement cost-effective practices while maintaining service quality. Collaborate to secure funding and resources for program growth. Professional Development: Stay informed on latest research and practices in mental health for evidence-based application and growth. Participate in county utilization reviews. Maintain active credentials with BBS and meet licensing requirements. Ethics and Confidentiality: Adhere to ethical standards and maintain client confidentiality per legal and professional guidelines. Protect PHI following agency policies and procedures. Supervisory Responsibilities: Supervise 30+ employees and interns, overseeing productivity, case management, hiring, training, performance appraisal, and addressing grievances. Qualifications: To perform this job successfully, an individual must satisfactorily perform each essential duty. Education and/or Experience: Master’s or Doctoral degree in Psychology, Social Work, Counseling, or a related field (Required). Current registration with BBS and a valid California license (Required). ASW, AMFT, APCC, LCSW, LMFT/LMFC, LPCC credentials. Extensive experience in program management and leadership. At least 3 years of supervisory experience (Required). At least 5 years of supervisory experience. Two years of direct service experience in a mental health setting. Skills and Abilities: Empathy and understanding of older adults’ mental health needs. Strong leadership and interpersonal skills. Excellent communication and collaboration skills. Strategic thinking and problem-solving abilities. Commitment to cultural competence. Computer Skills: Knowledge of contact management, database, internet, spreadsheet, and word processing software; ability to learn County billing software (SmartCare). Certificates, Licenses, Registrations: Valid California Driver’s License and acceptable driving record; proof of auto insurance. Compensation: $91,720/year (for ASW, AMFT/AMFC, or APCC) $94,472/year (for LCSW, LMFT/LMFC, or LPCC) Benefits: 13 paid holidays, 15 vacation days, 2 floating holidays, 12 sick days annually. Agency covers long-term and short-term insurance, plus $10,000 basic life insurance. Contribution of $348.93 to benefits or retirement plans.
