About this Role:

Under direction from a Staff Services Manager III, the Staff Services Manager II (SSM II), Section Chief plans, directs, and organizes the operations of the County Behavioral Health Services Act (BHSA) Compliance and Monitoring Section. The Section Chief is responsible for planning, supervising and directing the early policy development and planning activities in of the Behavioral Health Transformation (BHT), and the oversight, monitoring and performance improvement activities for county behavioral health delivery systems to comply with state and federal laws and regulations, contract terms and the BHT Policy Manual. The SSM II provides leadership, high-level technical expertise, coordination, project management, coaching, training to the section staff for the development and implementation of complex policies, procedure, oversight and monitoring activities that are consistent with the DHCS' core values and are critical to achieving DHCS’ mission and vision as they relate to the delivery of behavioral health services. While representing DHCS, the incumbent conducts business in professional and service-oriented manner; establishes and builds rapport through professional communication; promotes teamwork and cross-function collaboration and communication in support of DHCS strategic goals.

Travel statewide, including overnight, of up to 5% of the time, by airplane, train, automobile, and other transportation methods may be required to perform job related tasks. Travel related duties are dependent upon workload and operational need.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Statement Of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.

The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The SOQ must be no more than two pages in length, double- spaced and using 12-point font. You must indicate your Full Name and Job Control Number at the top right corner.

Travel required 5% of the time.

Position may require overnight travel for up to 5 consecutive nights to meet training requirements.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
