Program Manager Position Location:

This position is full time, on-site in the Capital Region Daily Responsibilities: Provide overall program management of IT Tier 1, 2, and 3 Help Desk personnel and support operations for technology support services contract in accordance with agency technology service standards and ITIL best practices. Oversee a geographically distributed support team delivering services to government stakeholders nationwide. Ensure timely, responsive, and secure support aligned to defined service level agreements (SLAs). Collaborate with clients and technical experts to ensure responsiveness to client needs. Manage day-to-day operations and surge readiness during special events, including agency transition periods, ensuring seamless IT continuity. Ensure the quality, timeliness, and efficiency of work performed, resulting in process improvements and cost savings. Monitor program progress, risks, deliverables, metrics, and outcomes. Provide written status updates, reports, executive briefings, and documentation. Ensure policies and procedures are carried out based on industry best practices for project administration, execution, and tracking. Required Years of Experience (min): At least eight (8) years of IT program management experience in a business enterprise or federal government environment. Required Degree/Certifications: Bachelor's degree or higher in a related field, or equivalent experience. Project Management Professional (PMP) certification ITIL v4 certification Required Experience & Expertise in the following areas: Proven ability to manage ITIL-based service delivery frameworks across Tier 1, 2, and 3, including integration with Service Desk operations and escalation procedures. Experience supporting congressional offices, committees, or legislative IT/ITSM programs/projects. Experience coordinating surge staffing and operational support during Congressional Transition cycles or similarly time-sensitive federal transitions. Proven track record of successfully delivering complex IT projects on time and within budget. Expertise in developing IT roadmaps and strategies, performing risk management, and implementing program efficiencies. Excellent written and oral communication skills, with ability to interact with clients and engage in negotiations with senior and executive management. Required Clearance: Security/Background check required. Ability to secure and maintain a US Government Security Clearance.
