Senior Director, Division Strategy & Resource Management

The bureau is seeking someone to fill this City Research Scientist position for the bureau of Division Management and Systems Coordination. Reporting to the Assistant Commissioner of the bureau of Division Management and Systems Coordination, this position is critical to the smooth functioning of the Division of Disease Control, as it directs the Epidemiology and Laboratory Capacity (ELC) cooperative agreement with CDC which provides support for core epidemiology and laboratory services and informatics. This position also provides day-to-day support to the Deputy Commissioner and Assistant Commissioner in division and bureau operations, provides consultation on the distribution and management of resources, and research evidence-informed approaches to designing, implementing, and evaluating initiatives to improve division administration. Job Duties and Responsibilities: Promote and lead collaborations across bureaus and divisions to strategically plan and implement public health response activities applying evidence-informed strategies and tools; Direct the Epidemiology and Laboratory Capacity (ELC) cooperative agreement with CDC to support epidemiology and laboratory services, build informatics capacity, evaluate infectious disease response, and disseminate findings; Assess gaps in division capacity and research and apply implementation science frameworks to make and evaluate improvements; Lead the development of proposals to fund division activities and guide the equitable allocation of budget resources; Support the Deputy Commissioner and Assistant Commissioner in day-to-day division and bureau operations and design and implement ad hoc initiatives to improve division administration; Collaborate with various offices within the agency, with other city agencies, and with external partners in the community; Supervise, provide guidance, and support DSRM staff to carry out tasks and develop professionally; Manage inter-bureau and inter-divisional activities during divisional emergency response activations; Conduct research and write reports, briefings, proposals, policies and procedures, and position statements for internal and external distribution.
