Senior Engineer – City of Elgin, IL The City of Elgin is seeking an experienced and motivated Senior Engineer to join our Engineering Division. This position plays a key role in managing the City’s land development review process and Capital Improvement Program (CIP). The successful candidate will oversee the planning, design, permitting, construction, and acceptance of public infrastructure and private development improvements, ensuring compliance with applicable city, county, state, and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Development Review and Oversight

Reviews, approves, inspects, and accepts subdivision and site development plans to ensure compliance with all city, county, state and federal regulatory standards.

Manages the City’s right-of-way permitting process, including review and approval of private and public utility and infrastructure work.

Provides technical guidance for developer-constructed public improvements and coordinates the project acceptance process.

Capital Project Management

Plans, designs, and manages public works and utility projects within the City’s Capital Improvement Program.

Prepares or oversees preparation of engineering plans, specifications, cost estimates, and bid documents.

Manages/oversees consultant contracts and construction inspection activities for City-funded projects.

Assists with short- and long-range infrastructure planning and recommends projects for inclusion in the annual CIP.

Leadership and Coordination

Supervises Engineering Division staff, including Civil Engineers, Engineering Inspectors, and Engineering Interns.

Coordinates internal and external project activities related to development and capital projects to ensure compliance with regulations and engineering standards.

Collaborates with state, county, and regional agencies on joint infrastructure projects located in or adjacent to City boundaries.

Technical Expertise

Serves as a subject matter expert for transportation, stormwater, sanitary sewer, and water supply systems.

Develops and recommends engineering standards, specifications, and procedures to improve quality, efficiency and safety.

Maintains accurate engineering records, drawings, and project files in accordance with City policies.

Public and Administrative Responsibilities

Responds to inquiries from developers, contractors, and the general public.

Attends City Council meetings and presents information as directed.

Performs a wide range of professional engineering duties and other assignments as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough understanding of civil engineering design, standards, construction, and inspection principles.

Ability to interpret and apply federal, state, and local regulations governing public works, construction and land development.

Skilled in preparing engineering drawings, technical reports, cost estimates and construction documents.

Strong organizational, communication, and interpersonal skills.

Ability to manage multiple projects and deadlines in a collaborative environment.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in Civil Engineering or a closely related field.

Professional Engineer (P.E.) license in the State of Illinois, or the ability to obtain Illinois P.E. licensure by endorsement within six (6) months of hire.

Five (5) or more years of professional civil engineering experience, preferably in municipal infrastructure, development review, or capital project management.

Supervisory or project management experience preferred.

Proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and Adobe Acrobat.

Valid driver’s license and acceptable driving record required.

Note

Anticipated hiring range for this role is $87,200 to $135,989, based on qualifications.

Work is performed in both office and field environments.
