Pay Range Base pay:
$146,270.00/yr – $150,593.00/yr
Summary The Associate Director of Behavioral Health leads and supervises the Behavioral Health Department, collaborating with finance, development, and other program staff to ensure effective service delivery, sustainable funding, and sound financial management. The role represents ECS to public agencies, community groups, and partners, oversees the day‑to‑day management of the START team, and provides clinical consultation and leadership to ensure that all shelter clients receive the necessary services and supports. The Associate Director reports to the Director of Behavioral Health and serves on ECS’s management team.
Administrative Responsibilities
Advise the Director of Behavioral Health and Chief Program Officer on clinical service analysis, goals, and objectives.
Collaborate with the CFO, finance staff, and Director of Behavioral Health to develop budgets and ensure responsible financial management of the START team.
Work with the Development team on private and public funding, writing proposals, negotiating and reporting grants and contracts, in coordination with Finance and the Chief Program Office.
Maintain productive relationships with key private and public funders.
Ensure full compliance with contracts and regulatory agreements.
Supervise and support 5.0 FTE BHS Clinicians II and Behavioral Health Clinicians I who provide comprehensive mental‑health services across shelter sites.
Lead the analysis and implementation of quality, effective Medi‑Cal billable clinical services in shelters.
Collaborate with Human Resources to recruit, hire, train, and provide progressive discipline for licensed Behavioral Health Clinicians II and I.
Work with the Administrative Assistant/Quality Assurance Specialist to meet all Medi‑Cal UOS and contract objectives annually.
Create and maintain data systems and tracking tools for billable UOS productivity and AVATAR submissions.
Produce timely monthly, quarterly, and annual reports and ensure all contract deliverables are met.
Attend CBHS Mental Health Contractors and CBHS Provider meetings; participate in DPH Medi‑Cal policy and procedure meetings as required.
Implement all applicable ECS policies and procedures.
Programmatic Responsibilities
Oversee policy development and updates regarding Medi‑Cal certification and recertification in collaboration with the Director of Behavioral Health.
Ensure clinical supervision and BBS group supervision requirements are met.
Provide weekly individual clinical supervision to licensed Behavioral Health Clinicians per BBS standards.
Ensure professional, accessible, culturally relevant behavioral health support, advocacy, linkages, and care‑plan creation for participants.
Lead processes to ensure all staff meet their UOS goals; manage individualized plans for staff struggling to meet productivity goals.
Ensure clinical staff are skilled in Medi‑Cal billing, medical necessity, assessments, treatment plans, AVATAR progress notes, and ANSA.
Provide weekly, monthly, and annual reports on UOS productivity to the Director of Behavioral Health, Chief Program Officer, CFO, and Executive Director.
Monitor and ensure PURQC reviews of client cases at one‑year anniversaries; lead the SF‑START PURQC committee.
Perform other duties as required.
Requirements
Master’s degree in social work or related field with LCSW, LMFT, or PsyD licensure required.
At least five years of progressive experience in human services administration.
Experience in service delivery to homeless and very low‑income families and individuals.
Knowledge of and commitment to harm‑reduction practices.
Working knowledge of public and private funding sources.
Ability to maintain focus on organizational vision while attending to necessary details.
Excellent written, verbal, and interpersonal communication skills.
Collaborative work style, initiative, and flexibility.
Financial management competence, personnel management skills, and computer proficiency.
Commitment to ECS mission and organizational values.
At least five years of leadership experience supervising staff, including selection, training, development, performance evaluation, progressive discipline, and partnership with senior leadership.
Additional Requirements
Must secure finger-image and annual TB screening.
Must meet physical requirements: long periods at a desk/computer workstation, daily travel to various sites, and lifting up to 25 lbs.
Must be available to work nights and weekends as needed for special events.
Must abide by ECS policy and procedures, including confidentiality and integrity requirements.
