Overview The Senior Development Manager leads WMATA’s complex public/private real estate development initiatives aligned with the agency’s 10‑Year Strategic Plan for Joint Development. The position oversees developer engagement, transaction negotiation, design and construction coordination, and entitlements coordination with local jurisdictions.

Responsibilities

Oversees a multidisciplinary team of professionals and consultants to implement all phases of joint development.

Leads developer selection, including drafting solicitation documents, evaluating proposals, negotiating key business terms, and recommending selection.

Negotiates all transaction documents, including joint development agreements, purchase and sale agreements, ground leases, easements, and covenants.

Coordinates design, construction, funding, contracting, and approvals of transit facilities with other WMATA departments and reviews plans to monitor construction.

Develops joint development and land disposition strategy for WMATA owned properties.

Represents WMATA at public hearings and meetings with local and federal agencies, elected officials, property owners, developers, tenants, and design/development professionals.

Builds relationships with public and private sector industry leaders and deepens knowledge of public/private development, TOD, and regional market conditions through industry association engagement.

Qualifications Education

Bachelor’s Degree in Real Estate, Business Administration, Urban Planning, Finance, Architecture, Law, or a related field.

High School Diploma or GED with at least four years of experience in real‑estate development may be considered in lieu of a bachelor’s degree.

Experience

Minimum of eight years of progressively responsible experience involving real‑estate development, business negotiations, project management, site development/design, entitlements, and urban planning.

Three years of experience supervising technical consultants is required.

Demonstrated success negotiating transactions and agreements with private sector developers and governmental agencies.

Evaluation Criteria Consideration will be given to applicants whose resumes demonstrate the required education and experience. Applicants should include all relevant education and work experience. Evaluation criteria may include one or more of the following: skills and/or behavioral assessment, personal interview, verification of education and experience, criminal background check, medical examination, and review of a current motor vehicle report.
