A public sector client in Austin, Texas is seeking a Senior Business Analyst with expertise in Mainframe Transformation for a 9‑month contract that could extend. The role involves advanced business analysis supporting complex technology initiatives within the Mainframe Transformation Program. Key responsibilities include gathering and documenting requirements, reviewing business processes, supporting user acceptance testing, and providing research and special project support for end users. The analyst will independently manage multiple projects, including SaaS or COTS implementations, mainframe data migration, and Data Warehouse development, ensuring deliverables meet quality standards and best practices.
Key Responsibilities
Gather, develop, analyze, and document business and technical requirements using established and modern methodologies.
Review, assess, and redesign business processes to align with program and organizational goals.
Create, validate, and support user acceptance testing activities across multiple project streams.
Support software implementations in SaaS or COTS environments and contribute to data migration and Data Warehouse development efforts.
Develop and maintain project documentation, including requirements, traceability matrices, use cases, prototypes, and process models.
Facilitate cross‑functional interactive sessions with business units, technical teams, and project stakeholders.
Analyze production support issues, determine root causes, and document required system or data corrections.
Develop design documents, diagrams, and workflow models that support business and technical decisions.
Support business and functional units with testing, training, implementation activities, and operational transition.
Ensure all project deliverables meet established quality standards and adhere to business analysis best practices.

Required Experience
10 or more years of experience performing business analysis on software development projects, including preparing project‑related documentation.
10 or more years of experience applying strong interpersonal, collaborative, analytical, written, verbal, and presentation communication skills in English, including technical writing, and using MS Office and prototyping tools such as Visio, SnagIt, Adobe Illustrator, or Axure.
10 or more years of experience conducting hands‑on requirements elicitation, client management, and technical documentation such as traceability, use cases, prototyping, and data modeling.
10 or more years of experience facilitating interactive sessions with business and cross‑functional teams.
10 or more years of experience analyzing production support issues to determine root causes and documenting required system or data corrections.
10 or more years of experience developing and maintaining an understanding of key business drivers and impacts, and assisting clients with identifying and solving business issues.
10 or more years of experience developing and writing design documents and diagramming business processes.
10 or more years of experience facilitating the analysis of business and functional requirements and designing technology specifications in partnership with business or functional personnel.
10 or more years of experience defining functional design and system specifications, and preparing, reviewing, and delivering completed documentation packages.
10 or more years of experience participating in and guiding business and functional units in developing and completing user acceptance testing, training, and implementation‑related activities.
Preferred Experience
Experience working with mainframe environments, COBOL, SQL, Azure DevOps, Visio, Data Warehouse/Data Lake, SSIS, ETL tools, or Snowflake.
Experience with the Risk Based Data Management System (RBDMS) COTS product.
Experience applying process improvement strategies and methodologies.
Proven ability to lead organizational change and design more efficient business processes.
Experience working in the oil and gas industry and on compliance or enforcement‑focused projects as a Business Analyst.
Proven ability to work effectively in multifaceted teams, resolve conflict, and manage challenging situations.
A bachelor's degree in Computer Science, Business Administration, or a related field, or equivalent work experience.
CCBA, CBAP, or a similar business analysis certification.
