Salary Range: Minimum: $127,437

About Finance Director: Directs Linn County’s accounting operations, financial reporting, debt management, and fiscal compliance. Leads the preparation of the Annual Comprehensive Financial Report (ACFR), supports budget development, and advises the Board of Supervisors on strategic financial decisions. Manages external audits, ensures compliance with federal, state, and local regulations including Iowa Code and municipal securities rules, and serves as the County’s Compliance Officer. Oversees financial systems coordination, supervises finance staff, and supports departmental financial practices in alignment with the County’s Strategic Plan and Customer‑Centered Culture.

Prepares and oversees the County’s Annual Comprehensive Financial Report (ACFR), including all required audit workpapers, accrual entries, and GASB implementation.

Coordinates and manages the external audit process; reviews findings and recommends corrective actions, including federal grant compliance.

Advises the Board of Supervisors on tax levy calculations, budget implications, and financial impacts of legislation and policy decisions.

Monitors the County’s outstanding debt obligations and ensures compliance with municipal securities rules; prepares related financial filings and documentation.

Oversees compliance with Iowa Code, internal financial and budget policies, and serves as the County’s Compliance Officer for reporting and policy enforcement.

Supports the development and monitoring of the annual County budget; collaborates with the Budget Director to resolve fiscal issues and review departmental proposals.

Manages relationships with financial software vendors, coordinating system implementation, upgrades, support tickets, and issue resolution in partnership with IT.

Provides guidance to County departments on internal controls, contracts, financial procedures, and fiscal strategy.

Supervises Finance Department staff; assigns work, evaluates performance, and ensures team efficiency and alignment with County objectives.

Represents the Finance Department at public hearings, Board meetings, and interdepartmental sessions; contributes to strategic planning and performance measurement initiatives.

Qualifications:

Bachelor’s degree in accounting or finance required.

Over four (4) years of public sector governmental accounting experience required.

Certified Public Accountant required (must have passed the CPA exam and have active status).

An equivalent combination of education and experience that demonstrates the required knowledge and skills for this position may be considered.
