DIRECTOR OF LABOR AND EMPLOYEE RELATIONS Apply for the Director of Labor and Employee Relations role at NYC Campaign Finance Board.

Pay range: $120,000–$140,000 per year.

About The Campaign Finance Board The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. The Board simplifies voting, supports candidates, runs for office, publishes the citywide Voter Guide, administers public matching funds, and raises transparency in campaign finance.

About The Department The Office of People Operations is the HR hub for the agency, liaising with city oversight for succession planning, payroll, compliance, labor relations, and policy implementation. The Director of Labor and Employee Relations reports to the Deputy Chief People Officer of Compliance, Payroll & Labor Relations and will lead initiatives to support the agency’s human capital strategy.

Key Responsibilities

Serve as liaison to the NYC Office of Labor Relations and employee unions concerning contractual issues that may arise with CFB employees.

Act as the CFB’s grievance representative, administering the contractual grievance process and serving as Hearing Officer for grievances and disciplinary appeals. Represent the agency at hearings before the Office of Labor Relations and arbitration sessions at the Office of Collective Bargaining, coordinating witnesses and documentation, and negotiating settlements.

Liaise with CFB’s internal Legal division and general counsel regarding employee matters and legislative activity.

Aid in interpreting Collective Bargaining Agreements, City Office of Labor Relations (OLR), and Department of Citywide Administrative Services (DCAS) directives and personnel orders.

Coordinate the disciplinary process, providing guidance on performance, behavior, conflict prevention, dispute resolution, and progressive discipline.

Assist managers with employee write‑ups, Performance Improvement Plans (PIP), involuntary termination requests, and termination sessions, ensuring all supporting documentation is collected.

Prepare and draft Charges and Specifications for disciplinary actions, attending disciplinary hearings and meetings on behalf of the agency.

Manage review of allegations and complaints of employee misconduct, leading investigations and reporting recommendations for disciplinary action.

Conduct research and gather information for internal labor‑management meetings, scheduling meetings and following up on outcomes.

Ensure Union walkthroughs and meetings at the worksite as needed.

Act as the agency’s Health & Safety Coordinator, assisting implementation of Workplace Violence, Occupational Health & Safety, and Worker’s Compensation policies and training; track and respond to work‑related injuries.

Liaise with the ADR Coordinator; provide guidance on dispute resolution.

Ensure adherence to agency policies and procedures, providing guidance to staff to eliminate or reduce conflict.

Provide ongoing recommendations on progressive disciplinary policy and regulatory compliance.

Champion the agency’s culture and values, embedding diversity, equity, inclusion, and belonging into all work.

Essential Knowledge, Skills, Abilities & Other Behaviors Knowledge

Strong knowledge of collective bargaining contract negotiations.

In-depth understanding of labor relations processes, including disciplinary steps and City labor relations.

In-depth knowledge of arbitration process, trial and/or hearing procedures, mediation, and conflict resolution skills to influence satisfactory resolutions.

In-depth knowledge of employee relations practices, including conflict resolution, performance management, and workplace investigations.

Skills

Preferred Qualifications

3‑4 years of Labor Relations and Human Resources experience within the City of New York.

Experience working with and within government agencies.
