Duties and Responsibilities

Lead fiscal administrator for the SOEST special fund research recharge center (SRRC) and other auxiliary accounts.

Responsibility is to limit the financial exposure of the School by providing and/or supervising complex analysis, cost‑feasibility studies, break‑even and rate analysis, providing fiscal oversight & ensuring federal/state compliance for special fund research recharge center (SRRC) and other auxiliary accounts.

Provide direct specialized accounting support for special fund research recharge center (SRRC) and other auxiliary accounts.

Assess, analyze and interpret accounting data, project trends, compute and estimate the effect of proposed changes in operation, cost‑feasibility analysis, trend analysis, forecast review/expenditures, rate analysis.

Oversees special fund research recharge center (SRRC) and other auxiliary accounts ensuring consistent operational practices among the various projects and regulatory compliance with state and federal cost principles.

Oversees special fund research recharge center (SRRC) and other auxiliary accounts accounting functions, timely reporting, billings, receivables, budgetary control procedures and ensures policy and procedure adherence.

Develops forward pricing proposal for high‑risk/high volume programs. This is done with the consultation of the facility manager or PI suitable for presentation to the University and or audit agencies.

Prepares analyses of various options available to management in establishing the basis for usage rates, specifically alternative methods of distributing administrative and operating costs, distribution of variances and depreciation schedules for equipment.

Conduct cost/revenue analyses of proposed new revolving funds. Prepares reports to management on extent of financial risk.

Conducts cost analyses, project revenue, analyze methods of distributing variances for various entrepreneurial activities of the School, and prepares a report of the cost accounting standards maintained for these activities.

Develops, maintains and updates policies and procedures for the establishment, operation, renewals, and closure of special fund research recharge center (SRRC) and other auxiliary accounts.

Evaluate and prepares rate proposals, income, and balance sheets for special fund research recharge center (SRRC) and other auxiliary accounts given complex federal, private and state funding sources.

Assigned to new or existing programs to establish and put in place the administrative and fiscal procedures ensuring regulatory compliance.

Coordinates with UH units and RCUH in response to auditor and other external inquiries regarding special fund research recharge center (SRRC) and other auxiliary accounts.

Understands & interprets applicable laws, rules, regulations, & policies relating special fund research recharge center (SRRC) and other auxiliary accounts.

Minimum Qualifications

Possession of a baccalaureate degree in accounting and five year(s) of progressively responsible professional experience with responsibilities for accounting or auditing; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Considerable working knowledge of principles, practices and techniques in the area of general business administration as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving concepts, principles and methodologies.

Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with general business administration.

Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Demonstrated ability to operate a personal computer and word processing software.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Working knowledge and audit experience in the field of research administration at higher education institutions and/or non‑profit organizations.

Experience managing subordinates.

Experience developing policies and procedures based on laws, rules and regulations.

Desirable Qualifications

Familiarity with the UH and RCUH financial system.

Knowledge of applicable federal and state laws, cost principles and UH and RCUH policies and procedures governing proper management of extramural awards.
