Qualifications
Bachelor's degree in engineering, Accounting, Business, Public Administration, or related field.
Five (5) years of supervisory experience in cost estimating or contract pricing.
A master's degree in business or public administration is desirable.
ASPE and/or AACE International certifications are desirable.
Duties
Supervise cost estimators and serve as a technical expert in cost estimating and analysis.
Coordinate major cost estimating and cost/price analysis activities.
Confer with Metro management on cost estimating and pricing issues.
Develop strategies to resolve estimating and pricing problems.
Negotiate cost estimating and pricing issues.
Develop and implement cost estimation standards, procedures, and tools to support Metro's capital budget development and design optimization.
Conduct needs assessments of cost estimating practices.
Prepare Independent Cost Estimates for services, construction, maintenance, operations, contract changes, and claims.
Provide estimates for project budgeting, value engineering, real estate decisions, and joint development.
Support design optimization, constructability reviews, and project feasibility decisions.
Review and comment on consultant estimates.
Validate funding requests from government agencies and utilities.
Support Metro Management Audit Services with technical analyses.
Conduct market analyses and review cost/bidding trends.
Continuously improve cost estimating functions with best practices.
