Job Description Under the general direction of the Director of Utility Systems, the Environmental Operations Manager leads the Environmental Operations Unit. The role manages implementation and enforcement of environmental regulations, oversees water, storm water, air quality, hazardous materials, spill management, pesticide use, material management, and ensures compliance. The position is responsible for achieving the Airport’s zero‑waste‑to‑landfill goal through source reduction, reuse, recycling, composting, and recovery programs.
Essential Duties and Responsibilities
Coordinate and ensure regulatory requirements and reports are completed and submitted by required deadlines.
Make policy recommendations, interpret and apply policies, laws, and regulations to ensure full compliance.
Manage the Airport’s solid waste hauling contract; oversee waste characterization studies, green business program, food donation program, and waste diversion metrics.
Audit wastewater and storm water facilities and develop spill management programs.
Lead the Underground Storage Tank program to ensure compliance with state, federal, or local requirements.
Coordinate the Refrigerant Monitoring Program to prevent leaks and greenhouse gas emissions.
Manage and allocate resources to the section’s operational budget.
Supervise daily activities and regulatory compliance of staff.
Maintain working relationships with regulatory agencies and enforce environmental regulations.
Represent the Department before agencies, stakeholders, and public officials.
Coordinate pest management, zero‑waste, and wastewater policies.
Build community relations, develop partnerships, and share best practices.
Qualifications
Education: Bachelor’s degree in natural science, environmental, mechanical, chemical, civil or sanitary engineering or a closely related field.
Experience: Five (5) years verifiable environmental compliance experience, including at least three (3) years supervisory experience.
Valid Class C driver’s license.
Desirable Qualifications
California UST System Operator’s Certificate.
Industrial Waste Inspection Grade II Certificate or higher.
Strong strategic planning and problem‑solving skills.
Strong leadership ability.
Knowledge of NPDES, Sanitary Sewer Overflow, sustainability issues, underground storage tanks, emerging pollutants, and spill management.
