Position: Principal Operations Analyst

Department: Chicago Police Department – Strategic Initiatives Division

Number of Vacancies: 2 (additional vacancies possible pending budget approval)

Starting Salary: $82,884.00 annually

Successful candidates must pass a drug screen and a background investigation. Persons offered employment must pass all pre‑employment exams before appointment.

Essential Duties

Develop an extensive understanding of all software and analytical platforms in use by the department to support crime reduction activities and maintain compliance with FOIA requests and the Consent Decree.

Meet with managers to identify the scope of problems and define the objectives of various studies and data‑driven projects.

Evaluate complex business and operational systems and draft detailed flow charts and models to assess current methods and data processes.

Develop and oversee the maintenance of our internal database used to collect and report on information gathered and construct complex mathematical models based on data via computer applications and in‑house software.

Write, review, and edit reports and manuals documenting study results and recommending changes to improve operations; possibly present new or revised processes, procedures, and work standards to managers and team members. This will be accomplished by designing computer applications and processes with SQL, Tableau, ESRI, and other tools.

Research and apply best practices, statistical techniques, and modeling methods to inform strategic planning and organizational improvements.

Develop analytical frameworks and performance indicators to assess program effectiveness, track progress toward departmental goals, and evaluate community concerns.

Develop and maintain dashboards to support data analysis, performance tracking, and transparency.

Coordinate with internal divisions and external agencies to acquire and integrate relevant data to analyze crime patterns, consent decree compliance, emerging issues, and service delivery.

Develop, present, and facilitate the implementation of revised processes, procedures, work standards, and performance measurements.

Monitor and document the implementation of changes, evaluate effectiveness and recommend modifications as needed.

Support program implementation through collaboration with managers, consultants, and technical staff; define specifications for automated systems and participate in developing tools or applications to replace manual operations.

Shift: Monday through Friday

Hours: 9:00 am to 5:00 pm

This position is in the Career Service.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s degree plus three (3) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting, OR

Graduation from an accredited college or university with a Master’s degree plus two (2) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting.

Selection Requirements This position requires applicants to complete an interview, which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference Preference will be given to candidates possessing the following:

Previous experience using SQL to extract data from large, relational databases.

Previous experience preparing charts and graphs that clearly communicate complex data and analysis, including the use of visualization software such as Tableau or Microsoft Power BI.

Previous experience reviewing and providing feedback on the analytical work products of other analysts and researchers.
