Overview

Director of Performance & Organizational Development (SPSA Opt. 1). This role focuses on monitoring organizational performance, analyzing operational health, and supporting organizational design and workforce development initiatives within the Department of Innovation and Technology (DoIT). The successful candidate will bring analytical strength, organizational development expertise, and the ability to partner with executive leadership in a flat, agile structure. Responsibilities

Subject to administrative direction, serve as the Director of Performance & Organizational Development for DoIT, organizing, planning, executing, monitoring, controlling, and evaluating the DoIT Performance and Organizational Development Program. Implement policy for organizational design, development and readiness, and deployment strategies for agency programs. Administer and oversee agencywide CPI (continuous process improvement) review and analysis of organizational functions. Provide executive-level strategic support as a trusted advisor to the COO. Serve as a full-line supervisor and perform other duties as required within the scope of the position. Minimum Qualifications

Four (4) years of college coursework in general administration, business, marketing, labor, personnel/human resources, or related fields. Four (4) years of progressively responsible administrative experience in general administration, business, marketing, labor, personnel, or related fields in public or private sectors. Three (3) years of experience supervising a team of management professionals. Preferred Qualifications (In Order Of Significance)

Four (4) years of experience designing, implementing, and maintaining dashboards or other performance analytics tools to evaluate operational performance, service delivery outcomes, workforce capacity, and organizational effectiveness. Four (4) years of experience leading organizational analysis and workforce planning initiatives, including skills-gap assessments and competency models. Four (4) years of experience supporting executive leadership with performance reports and strategic recommendations. Four (4) years of experience leading enterprise-wide change management and process improvement initiatives using frameworks such as Lean, Six Sigma, or Prosci. Four (4) years of experience using performance management, data visualization, or BI tools (e.g., Tableau, Power BI) to monitor and communicate performance. Four (4) years of experience preparing executive-level briefing materials and performance updates for senior leadership. Ability to apply evaluation theory and advanced analytics to assess organizational effectiveness and identify improvements. Experience developing and facilitating leadership workshops and organizational readiness programs to strengthen collaboration and adaptability. Strong verbal and written communication skills for delivering presentations and reports to diverse audiences. Ability to foster collaboration across technical and non-technical teams and facilitate cross-functional alignment. Conditions of Employment
