Core Responsibilities Financial Operations Leadership
Lead end‑to‑end financial operations for the Federal Unemployment Trust Fund, including monthly, quarterly, and annual consolidated financial statements.
Oversee processing and validation of complex multi‑state unemployment benefit payment files and Bureau of Fiscal Service transactions.
Design and implement automated financial processes using RPA and AI technologies in compliance with government standards.
Advanced Financial Analysis & Reporting
Conduct sophisticated financial analysis including variance analysis, trend identification, and fund balance reconciliations.
Prepare audit‑ready financial documentation and supporting schedules for external auditors and GAO reviews.
Develop corrective action plans for financial discrepancies and coordinate implementation across federal and state agencies.
Regulatory Compliance & Risk Management
Ensure adherence to CFOA requirements, OMB guidelines, Treasury regulations, and GAO standards.
Manage relationships with 53 State Workforce Agencies for coordinated financial reporting and compliance.
Lead audit support activities and respond to regulatory inquiries with expert analysis and documentation.
Strategic Financial Management
Perform annual UTF asset allocation calculations utilizing complex equity ratios across state accounts.
Coordinate cross‑functional teams on process improvements and system implementations.
Provide executive‑level briefings on UTF financial performance and emerging risks.
Professional Qualifications Required Credentials
U.S. Citizenship (Security clearance eligibility required)
Bachelor’s Degree in Accounting, Finance, or related field
10+ years progressive accounting/finance experience
7+ years specialized experience in federal financial management
Federal Unemployment Trust Fund experience (Direct experience preferred)
Technical Expertise
Advanced knowledge of federal accounting standards (GAAP, FASAB)
Expertise in government financial systems (NCFMS, GTAS)
Proficiency in financial analysis, reconciliation, and audit support
Experience with automated financial processing and emerging technologies
Analytical Excellence – complex problem‑solving and financial modeling capabilities
Regulatory Mastery – deep understanding of federal financial compliance requirements
Communication Leadership – ability to brief executives and coordinate with multiple stakeholders
