Job Summary The Sr. Director of Program Engineering and Permitting oversees all large program engineering activities, providing leadership, best practices, and guidance to project engineers. They will lead and oversee domestic and offshore engineering and permitting functions within the organization to include US and Asia‑Pacific (APAC), and the support teams that are responsible for designing, planning, and obtaining necessary permits for projects. This role will drive efficiency and compliance by developing and implementing engineering standards, managing regulatory requirements and ensuring projects are executed efficiently, on budget, and in accordance with all local, state, and federal regulations. They will provide strategic guidance to optimise project delivery and ensure alignment with business goals.

Job Responsibilities

Drive the strategic vision and execution of Congruex engineering initiatives to enhance system integrations and interoperability.

Collaborates with construction and cross‑functional teams on value engineering opportunities and design constructability validation.

Manages domestic and offshore engineering staffing needs for large projects and holds resources accountable for performance in partnership with matrixed leadership.

Assists in developing engineering organisations for large programs during the bid phase to ensure project demands can be met effectively.

Develops a comprehensive risk and opportunities matrix during the bid phase for large construction projects, identifying potential risks, opportunities for value engineering, and mitigation strategies to ensure project success and profitability.

Supports and audits all engineering teams involved in large projects to ensure resource utilisation, quality and adherence to project requirements.

Develops, writes, and maintains standards for domestic and offshore engineering and permitting processes across all large programmes to ensure consistency and efficiency.

Direct all activities related to securing necessary permits, licences, and agreements from municipalities, utility companies, and other regulatory bodies.

Lead the permit review and audit process to establish standard cadences for all programmes.

Reviews and provides feedback on engineering standards and best practices to optimise project design and execution during the estimating phase.

Provides technical expertise and guidance on complex engineering and permitting issues, helping to resolve challenges and mitigate risks.

Evaluates project feasibility, considering engineering and permitting requirements, and identify potential risks that could impact project success.

Supports the development of project timelines and budgets related to engineering and permitting activities, ensuring alignment with project goals.

Fosters a culture of innovation and continuous improvement within engineering and permitting teams to enhance efficiency and effectiveness.

Assists in the development of training programmes for project team members and other relevant stakeholders.

Accomplish financial objectives by managing an annual budget and scheduling expenditures, analysing variances, and initiating corrective actions to meet financial targets (KPI’s: operating income, COGS, revenue, margin, growth).

Monitor industry trends and emerging technologies to ensure Congruex remains competitive and innovative.

Required Skills & Qualifications

A bachelor’s degree (B.A.) in engineering, telecom or business administration is required.

A minimum of 10 to 15 years of experience in engineering, permitting, telecommunications, or related industry.

A minimum of 5 years of senior leadership experience in an engineering and/or telecom environment.

Equivalent combination of education/job experience.

Extensive experience in civil and/or telecommunications infrastructure, with a deep background in fibre optic network design, technology standards, deployment and construction.

Expertise in navigating complex, domestic and offshore permitting processes and coordinating with various government agencies.

Experience leading and/or participating on global teams to provide procedural consistency and exchange best practices.

Comfortable navigating ambiguity and change in different international business environments.

In‑depth knowledge of local ordinances, codes and evolving regulations.

Ability to work in a matrixed environment with multiple levels of accountability.

Proven track record of leading and managing large, cross‑functional teams, with a focus on fostering a collaborative and innovative work environment.

Strong technical background with system architecture, platform maintenance and emerging technologies. An ability to overcome design, permitting and construction challenges.

Must be efficient with strong attention to detail.

Must have strong skills in organisation and planning, demonstrated ability to work independently or in a team‑oriented environment and exercise sound judgement and problem solving.

Exceptional written, oral and interpersonal communication skills; ability to present ideas in business‑friendly and user‑friendly language.

Ability to effectively multi‑task and prioritise in order to execute tasks in a high‑pressure environment, both personally and delegated through staff.

Must have strong customer support orientation (for internal/external customers), demonstrated professional demeanour, and the ability to maintain confidential information.
