Description of Work This consultant position is one of seven under the direction of the FFPSA Implementation Manager. The role drives the implementation of the Family First Prevention Services Act (FFPSA) across North Carolina, ensuring timely, fiscally sound implementation that aligns with the Department’s strategy for child welfare. The consultant is responsible for engaging internal and external stakeholders, overseeing regional deployment, and building a regional service network and referral system for a comprehensive prevention system.
Job Responsibilities
Engage county DSS offices, courts, private agencies, and other stakeholders through design and implementation of a comprehensive prevention system.
Monitor, train, and provide or arrange technical assistance to county child welfare programs for the implementation and sustainability of a prevention system.
Provide technical assistance to county social service staff on program improvement, CQI processes, on‑ and off‑site consultation, coaching, record review, data analysis, and compliance with federal regulations, North Carolina General Statutes, and administrative rules.
Develop county‑specific referral processes to regional networks of community agencies that provide essential services for families and children in the child welfare system.
Knowledge, Skills & Management Preferences
Knowledge of North Carolina child welfare statutes, rules, policies, and best practices.
Experience developing and implementing human service programs; demonstrated management and leadership skills.
Experience with change management and implementation theory to create continuous quality improvement processes.
Experience building partnerships with state, local, university, and private sector stakeholders.
Experience planning and facilitating group learning events for professionals.
Salary Range: $53,164 – $93,038 (Recruitment Range: $53,164 – $70,092)
