Senior Preconstruction Project Manager – RWE Clean Energy, LLC Full‑time, permanent. Start as soon as possible.

The main purpose of the Senior Preconstruction Project Manager is to prepare onshore wind, solar, and energy storage projects for construction. The role ensures that all required engineering is complete for bidding and construction, construction estimates are developed to support project approval, necessary permits (including utility crossing agreements) are in place, owner‑supplied equipment is allocated, the interconnection process is scheduled, O & M needs are addressed in the BoP contract, scopes of work are aligned for bidding, lessons learned are incorporated, the project is de‑risked, and contractors can proceed unencumbered once mobilized.

Responsibilities

Coordinate with the Engineering team to ensure timely completion of geotechnical reports, wind civil engineering, HV, PV, and BESS engineering, allowing bidding at a minimum 60% PV drawing and 100% HV drawings for solar/BESS and IFC drawings for onshore wind projects.

Coordinate with Development to ensure completion of topographic and ALTA surveys to allow engineering to proceed.

Manage the process, internal timelines, and third‑party engineers to produce necessary work.

Participate in the site optimization process (responsibility of the Solar Engineering Team).

Provide timelines for when the site layout needs to be provided per the project schedule, working with Development and other functions to obtain inputs for a build‑ready site layout and ensuring Storm Water Management requirements are met while minimizing costs.

Prepare a permitting plan for civil work‑related permits with the Engineering and Development teams.

Prepare documentation for SWPPP and building permits; the BoP contractor will obtain actual permits and assist with road use agreements or other necessary permits.

Prepare an interconnection plan with Engineering, Transmission, Global Data Management, and Compliance, including all tasks, equipment, and testing required to interconnect the facility for back‑feed power, power exporting to the grid, data transmission to the utility and RWE, and control of substation equipment.

Coordinate with O & M to ensure proper O & M facility is specified, initial spares list established, and other initial project setup requirements captured in the BoP scope of work.

Assemble scopes of work from the required engineering team and review with Project Execution and Engineering teams to eliminate scope gaps.

Coordinate with Procurement to ensure necessary engineering, scopes of work, and documentation are available for bidding or contract negotiations with a contractor partner.

Requirements

Bachelor of Science in Engineering or Construction‑related field from an accredited university.

Minimum of 10 years of experience in renewable energy construction, engineering, and project management.

Ability to understand contractual requirements, insurance provisions, and coordinate scopes of work between PV plant, HV, and BESS.

Ability to rely on experience and knowledge to mitigate risk and eliminate issues before they arise.

Ability to use documentation, contract language, and engineering drawings to refute or mitigate change orders.

Preferably holds an engineering degree and a Project Management Professional (PMP) certification.

Work schedule: 50 % office‑based, 25 % office meetings, and 25 % on development sites.

Pay Range Annual base salary range in Illinois: $140,000 – $190,000.
