Recovery Oriented System of Care (ROSC) - ROSC is a coordinated network of community-based services and supports that is person-centered and builds on the strengths and resiliencies of individuals, families, and communities to achieve recovery and improved health, wellness, and quality of life for those with or at risk of substance use disorders. Substance Use Prevention Services (SUPS) - SUPS helps students 11 to 18 learn about substance use and misuse through a prevention-oriented curriculum and community-wide awareness-building activities that aim to reduce the prevalence of substance misuse in our communities. Rural Youth Services Enhanced (RYSE) -The RYSE program aims to create resilient communities by addressing the lack of access to mental health services and social services for youth in the counties of Alexander, Hardin, and Pulaski who are involved or at risk of being involved in the juvenile justice system. Community Youth Services (CYS) - CYS helps youth ages 11 to 24 reach their full potential and strengthens communities through the facilitation of life skills training, community resource projects, career readiness training, and other youth-led initiatives. STOP School Violence - Focuses on preventing and reducing school violence through education, crisis intervention, and community collaboration. Immediate Supervisor:

(Alexander/Pulaski,

Hardin/Pope, Johnson, and Union Counties), CYS Contractors (Vienna High School and New Simpson Hill). Hours of Work:

Full-time, 40 hours/week - Afterhours on-call rotation required. Minimum Qualifications:

Master’s Degree in Human Services or related field; at least 1 year experience in the provision of health or human services to children, adolescents, and adults; 5 years of management experience and clinical licensure preferred but not required. Skills & Knowledge:

Must possess administrative, supervisory, problem solving, decision-making, and analytical skills; demonstrate excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders; requires general knowledge of strategies in community prevention, community resource and human service systems, service planning, case coordination, budgeting and funding processes, and policy development. Special Requirements:

Must be 21 years of age; maintains a valid driver’s license and vehicle liability insurance; maintain First Aid & CPR certification; lived experiences in areas of mental health and/or substance use is preferred; must complete required registry clearances and criminal fingerprint background checks; travel to off-site/community based locations for direct service delivery; schedules evening / or weekend hours as required for community events and outreach; participates in after hours and day call crisis rotation.

Job duties include, but are not limited to:

Monitors and evaluates all program(s) and grant contracts to ensure adherence to applicable rules, program standards and that contract deliverables or outcomes are continuously met; ensures submission of various reports as required by program

contracts/regulations. Assists in prevention and outreach-related activities and events; coordinates volunteers and ensures fiscal responsibility and adherence to budgetary recommendations for activity spending. Assists with developing and maintaining agency policies and procedures to ensure continuous alignment of such

policies/procedures

with all applicable rules, standards, and quality practice for all programs under supervision. Prioritizes and continually gathers relevant and necessary data to assist in program and service evaluation, identify programmatic success and barriers, and ensure quality and efficiency of program operations; communicates programmatic outcomes with Agency Leadership, community stakeholders, and applicable funders. Participates in and prepares for site-visits including contract monitoring, program/facility audits, and accreditation or certification reviews. Coordinates, communicates, and seeks out opportunities to collaborate and develop partnerships with other community organizations, agencies, and groups; maintains networking and referral contacts with community stakeholders and other health or human service providers both internally and externally; participates in relevant community groups, consortiums, and coalitions. Manages and participates, as necessary, in

community/stakeholder

related complaints or grievance escalations and subsequent conflict resolution/problem solving efforts between stakeholder, staff, and/or supervisors; responds to such issues with good judgement and timely follow-up. Promotes and garners interest for special programmatic service offerings such as youth advisory committees, recovery committee meetings, area project board meetings, and community committee meetings for assigned programs and provides updates regarding Agency and program information during outreach activities. Monitors program budgets, expenses, and programmatic income; maintains understanding of program budgets and provides direction for direct staff in authorization of expenses in line with contractual requirements. Conducts, reviews, and ensures the timely completion of program staff/supervisors probationary or annual performance evaluations; participates and provides guidance and/or participates in employee disciplinary processes. Attends required meetings scheduled by the Department of Human Services (IDHS), Bureau of Justice Assistance (BJA), and Department of Substance Use Prevention and Recovery (SUPR) as required by program contract and/or the direction of the Senior Program Director.
