Position Description
The Seattle Fire Department is pleased to announce an opportunity for the position of Director of Finance (Executive 3). The Seattle Fire Department is the fourth largest City Department with an annual budget of $327 million. The department consists of more than 1,000 uniformed members and approximately 80 civilian employees.
The Finance Director is a key management position reporting directly to the Executive Director of Administration. This position provides executive level leadership of the Seattle Fire Department’s budget and policy, accounting, grants, contracts, legislation, payroll, and all other related financial responsibilities.

The Director of Finance’s scope of responsibility includes the Department’s budget development, management, reporting and analysis. Specific responsibilities include but are not limited to the following:
- Preparing and reviewing revenues and expenditure analysis; developing short- and long-range projections to forecast Department financial requirements and indicate the Department’s financial position.
- Analyzing, reviewing, and preparing a variety of complex financial statements and reports related to assigned functions; drawing conclusions and making appropriate recommendations; submitting reports to the Fire Chief and others as appropriate.
- Assuring the accuracy of all central accounting processes, records, and reports as well as their compliance with generally accepted accounting and budgeting principles and practices.
- Providing strategic direction and policy development of grant and contracting processes and practices. Managing the compliance requirements of the department’s many federal, state, and county grants and contracts.
- Developing, revising, and implementing special budgeting procedures and systems to increase efficiency and effectiveness; providing training and written instructions regarding new and revised procedures.
- Implementing and modifying policies and practices to ensure Departmental payroll services are compliant with City municipal codes, City personnel rules, labor contract provisions, and federal and state regulations.
- Participating in the development of a capital facilities/improvement programs and documents which identify the Department’s capital needs for new and major maintenance infrastructure.
- Attending budget hearings and related meetings representing the Department; directing budgetary activities and monitoring budgets during the course of the budget year providing feedback to Administrators and other personnel as necessary.
- Working collaboratively with the City’s Budget Office and the Department of Finance and Administration on a variety of program and policy issues.
- Bachelor’s degree in finance, public administration or a related field, or a combination of education, training, and experience which provides an equivalent background required to perform the work described above.
- Eight (8) or more years of experience in financial analysis, accounting, budget preparation and administration, or related work.
- At least five (5) years of experience supervising or leading a finance function or team.
- Experience overseeing the development and maintenance of effective financial reporting systems, ensuring adherence to City Financial policies and internal controls, including compliance and generally accepted accounting principles (GAAP) and guidance from the State Auditor’s Office (SAO).
- Knowledge of Federal Fair Labor Standards Act (FLSA) and Washington State wage and hour laws for bargaining unit personnel and non-represented exempt and non-exempt workers along with RCW 41.18 and 41.26 regarding Fire Pension adjustment calculations and LEOFF benefits.
- Experience acting as a technical expert on financial management issues and developing recommendations for senior management on policy options and program direction.
- Strong skills and experience with financial analysis, budget preparation, accounting, policy implementation, project controls reporting, team leadership, and communication.
- Financial experience in a public agency is preferred.
- Experience with grant writing and related processes is desirable.
- Experience with public relations, team building, and conflict resolution are highly valued.
- Proficiency in using Microsoft Office applications.
The selected candidate must pass a criminal background check.
The full salary range for this position is $76.22 – 125.78 per hour.
