Job Description
Under direction, the Environmental Health Inspector conducts inspections, surveillance, and enforcement of local health code and state environmental regulations at businesses, facilities, hazardous materials and waste sites, medical providers and laboratories.
Essential Duties
- Enforce provisions of the local health code, state health and safety and other environmental hazards.
- Investigate and conduct complaint investigations involving facilities requiring permits to operate, prepare cases for hearings, abate illegal conditions, appear as witness in court litigation and testify in related compliance matters.
- Document and issue violations, coordinate efforts with applicable city departments, and make follow‑up inspections to ensure ordered corrections.
- Oversee the opening and closure of new hazardous materials and waste facilities and determine if facilities meet criteria for regulation under one or more of the local or delegated Certified Unified Program Agency (CUPA) program elements.
- Conduct routine inspections and investigations of hazardous materials and waste facilities to determine compliance with applicable codes, laws and regulations; conduct field tests and acquire samples for laboratory analysis.
- Manage an inspectional district of assigned facilities; issue violations and orders corrective actions.
- Draft complaints for the purpose of administering administrative civil penalties; appear and testify at compliance hearings.
- Review plans and applications for the repair/upgrade and/or closure of underground storage tanks.
- Review and process documents submitted in the California Environmental Reporting System (CERS).
- Provide information and education to the public, business owners and operators and/or their agents regarding proper hazardous materials and waste management and medical waste management.
Minimum Qualifications
- Education: Possession of a baccalaureate degree from an accredited college or university with at least 30 semester units in or a major in one or more of the following disciplines:
- Biology, microbiology
- Chemistry, chemical engineering
- Physics, physical science
- Environmental science
- Geology or soil science
- Environmental health
- Environmental or sanitary engineering
- Toxicology
- Industrial hygiene
- Hazardous materials management
- Fire science, fire technology
- Experience: Two (2) years of experience in hazardous materials, hazardous waste, site mitigation and/or medical waste as a technician or inspector in an environmental health agency or related regulatory/service agency, or as a professional consultant in the environmental health industry; or One (1) year of experience as an inspector in a Certified Unified Program Agency (CUPA).
- License and Certification: Valid California driver’s license; obtain and maintain a CA UST Inspector Certification issued by the International Code Council (ICC) within 180 days following appointment; obtain and maintain a HAZWOPER Certification within one year following appointment.
