Position Summary Responsible for the development and analysis of cost analysis reports, project schedules, and support for the life‑cycle execution of organizationally strategic projects. Coordinating with Project Managers to assemble budgets, forecast data and provide integrated reporting. Providing expertise in financial and scheduling software, and mentoring stakeholders.

Essential Responsibilities

Supports Project Managers with standardized reporting for regional capital project stakeholders regarding project‑level capital expenditures. Establishes, implements and monitors availability, accuracy and usefulness of cost analysis reports and KPIs up to executive management.

Develops, maintains and promotes project schedules as a project management tool. Elaborates schedule details to identify critical path and assesses work progress against baseline.

Assists in preparing project Cost Analysis Reports and cost analyses. Facilitates execution of strategic projects for all aspects of cost controls and communicates use of Work Breakdown Structures.

Integrates capital cost reporting tools and applications, including the Work and Asset Management System, demonstrating super‑user capabilities.

Collaborates with Capital Project Analyst, Capital Asset Accounting, Tax, Regulatory Finance and other areas to integrate financial aspects for Capital Projects; understands Sarbanes–Oxley key controls and provides reporting and tracking.

Provides training, mentoring and competency development on process, function, and systems for internal and external stakeholders.

Minimum Requirements

BS/BA in Construction Management, Business, Finance or related field (or equivalent experience).

Minimum of 5 years related project controls experience.

Practical knowledge of project control, estimating, scheduling, forecasting and financial analysis.

Expertise or high proficiency in cost control methods and scheduling practices.

Comprehensive understanding of company policies, procedures and financial obligations for projects.

Proficient in standard server software (e‑mail, spreadsheet, word processing, database) and scheduling / cost estimating software.

Preferred: Experience with enterprise scheduling tool, Project & Portfolio Management tool, Business Objects, SAP, and/or professional certification (PMI, ASCE).

Senior Project Control Specialist Senior role focuses on establishing department standards for project controls practices and managing large projects.

Essential Responsibilities (Senior)

Provides training on project controls and directs less experienced personnel.

Assists Project Managers with reports, schedules, and cost analysis; develops initial setup for large projects.

Maintains current knowledge of new techniques in planning, scheduling and cost estimating.

Represents the department in meetings and promotes standard project practices.

Supports the Online Project Management System and demonstrates super‑user capabilities.

Tracks and reports project control metrics (Earned Value, CPI, SPI, costs, variances).

Establishes Work Breakdown Structure standards and provides training.

Minimum Requirements (Senior)

Bachelor’s Degree or equivalent experience.

Minimum 10 years related project controls experience.

Practical knowledge of controlling, scheduling, and estimating techniques.

In-depth knowledge of project planning, scheduling, monitoring and control methods.

Understanding of company policies, procedures and financial obligations.

Proficiency with server software and project management tools.

Desired: Experience with software tool development for project management.

Salary

Project Control Specialist II: $71,900 – $102,100

Senior Project Control Specialist: $82,800 – $117,600
