Chief Medical Officer – Project H.O.P.E. The Chief Medical Officer (CMO) provides executive‑level oversight of all clinical services at Project H.O.P.E., ensuring the highest standards of quality, safety, and compliance across the continuum of care. The CMO is responsible for provider supervision, clinical policy development, quality improvement, and clinical strategy implementation. In addition, the CMO serves as the Risk Manager, overseeing risk management functions, including the management of medical malpractice claims and FTCA compliance. The CMO ensures that the health center meets HRSA requirements, promotes integrated care, and drives outcomes‑based performance across departments.

Accountabilities

Lead the delivery of safe, effective, and equitable clinical care services.

Provide oversight and supervision of all licensed providers, including physicians, APRNs, and PAs.

Maintain compliance with all HRSA, FTCA, and NJ ambulatory care regulations.

Direct the organization’s Risk Management Program, including claims management, response, and mitigation.

Develop and maintain clinical protocols, standards, and care pathways aligned with evidence‑based practices.

Drive a culture of continuous quality improvement and performance accountability.

Ensure successful credentialing and privileging processes for all clinical providers.

Represent Project H.O.P.E. at local, state, and national clinical, quality, and policy forums.

Serve as the lead liaison to the Board of Directors for all clinical, quality, and risk matters.

Primary Responsibilities Leadership & Clinical Oversight

Provide direct leadership to all clinical teams and clinical department heads.

Serve as the collaborating physician for nurse practitioners and physician assistants.

Participate in strategic planning and support the CEO in aligning clinical operations with organizational goals.

Guide the development of clinical care models that reflect integration, patient‑centeredness, and health equity.

Risk Management & Claims Oversight

Serve as the Designated Risk Manager and oversee all aspects of risk identification, analysis, and mitigation.

Lead the organization’s response to potential and active claims, including medical malpractice, FTCA claims, and complaints.

Ensure preservation of documentation, coordination with the Office of the General Counsel, and reporting in accordance with HHS/FTCA policy.

Develop and enforce clinical incident reporting and investigation protocols across clinical departments.

Monitor clinical incidents and adverse events and lead root‑cause analyses and resolution plans.

Oversee monthly risk and compliance meetings and ensure staff are educated on risk procedures.

Quality Improvement & Compliance

Lead Quality Assurance and Performance Improvement (QAPI) activities, serve as chair of the center’s quality and risk committees.

Ensure compliance with UDS clinical measures, FTCA deeming, and PCMH accreditation.

Oversee the Peer Review program and implementation of corrective action when needed.

Ensure timely completion and reporting of quality data.

Serve as the lead for clinical documentation, audit readiness, and EMR improvement efforts.

Clinical Operations

Supervise the on‑call provider rotation and emergency medical response processes.

Oversee infection control, patient safety, and clinical equipment policies.

Support integration of behavioral health, substance use treatment, and enabling services into primary care workflows.

Ensure timely access to care through oversight of provider scheduling and productivity monitoring.

Education, Training & Professional Development

Ensure providers are credentialed, privileged, and meeting continuing education standards.

Oversee clinical onboarding and orientation for new providers.

Foster a culture of lifelong learning and clinical excellence across all disciplines.

Essential Functions

Serve as a key member of the executive leadership team.

Develop and maintain productive partnerships with external agencies and healthcare networks.

Participate in board meetings and provide reports on clinical and risk‑related topics.

Represent the organization in public forums, grant initiatives, and community engagements.

Minimum Qualifications

Medical Degree (MD or DO) with a valid NJ license to practice medicine.

Active DEA, CDS, and BLS certification.

Minimum of 5 years of experience in clinical leadership, preferably within an FQHC or community health setting.

Experience with integrated primary and behavioral health care models.

Experience with quality improvement, FTCA compliance, and risk management protocols.

Preferred Qualifications

Completion of a risk management certification program.

Experience with PCMH recognition, EHR optimization, and clinical data analytics.

Training in Medication‑Assisted Treatment (MAT).

Experience working in Federally Qualified Health Centers (FQHCs) or community health settings.

Experience with EHR systems and clinical data analytics.

Prior experience with PCMH recognition and quality program oversight.

Experience in Quality Program Management.

Physical/Environment

Occasional lifting of 40–50 lbs. and pushing of 5–20 lbs.

Sitting, standing, and walking approximately 80% of the time.

A medium to high level of manual dexterity required.

Bending and reaching approximately 20% of the time.

Normal accessibility and mobility throughout the region required.

Normal overtime/extended work hours.

Work Environment Indicators

Normal community health working environment. Requires good verbal and written communication skills. Must be able to speak and read English.

Ability to move freely (standing, stooping, walking, bending, pushing, and pulling) and lift up to a maximum of fifty (50) pounds without assistance.

Work is primarily facility‑based in an outpatient behavioral health setting and/or correctional facility.

Some work may occur in a community setting and may include contacts in a high‑crime area and extremes of temperature.

Bloodborne Pathogen Exposure

Category I: Job classification includes ALL employees who have occupational exposure to bloodborne pathogens (blood or body fluids) while performing their job duties.

Category II: Job classification includes employees who are likely to have SOME occupational exposure to bloodborne pathogens because Category I tasks may occasionally be required.

Category III: Job classification includes those employees who perform jobs and tasks where NO CONTACT with bloodborne pathogens occurs, and Category I and Category II tasks ARE NOT a condition of employment.

Compensation & Benefits Salary Range:

$230,000 – $280,000

annually, commensurate with experience and qualifications.
