Civil / Jurisdiction Engineering Manager Under administrative direction, the Civil/Jurisdictional Engineering Manager is responsible for planning, organizing, directing, managing staff and delivering quality products and services to jurisdictional and private sector clients. The role oversees a team that supports planning, design review, construction, inspections and client consulting related to grading, stormwater, roadways, and jurisdictional public works projects (e.g., landfill, water, wastewater, transportation facilities). It covers the full scope of professional civil engineering/land surveying work in the field and office, including preparing documents, plans, and supporting plan reviews of construction documents and specifications for client projects, and review of work prepared by others. Typical responsibilities Plans, organizes, directs and manages the functions and activities of the Civil team. Develops and implements goals, objectives, and priorities. Provides administrative direction and oversight for Civil / Municipal staff. Develops and administers project budgets; formulates project development and review hours. Oversees planning, design, plan reviews and inspections related to Civil projects. Directs and coordinates the work of engineering consultants. Oversees project management of projects including inspection, specifications, cost control, and time requirements. Oversees checking of survey, parcel, and final maps for compliance with applicable laws, ordinances, and established survey practices. Oversees and supports the review of land development and grading permits. Contract preparation and review; site suitability studies; review of legal descriptions of real property. Reviews and participates in the preparation of environmental assessments. Prepares highly complex and technical reports; documents policies and procedures; establishes engineering standards for jurisdiction infrastructure. Attends and facilitates internal and external meetings as needed; may represent the jurisdiction/clients at engineering-related meetings. Qualifications and experience Desirable qualifications – Knowledge and abilities Principles, practices, and methods of Civil Engineering and Land Surveying as applied to design, acquisition, construction and knowledge of roadway and bridge projects. Construction methods, materials, and equipment; proper inspection methods and procedures; project development and coordination. Use of computers and applications related to engineering/surveying work; AutoCAD; ArcMap GIS; Floodplain Management (CFM); Stormwater Quality (QSD/QSP). Knowledge of Subdivision Map Act, Professional Engineers Act, and Land Surveyors Act. Ability to supervise, train, and evaluate staff; build staff morale; direct complex engineering and construction, surveying programs and projects; establish and maintain cooperative working relationships. Knowledge of floodplain management and stormwater quality systems; familiarity with survey, parcel, and final maps; ability to prepare clear, concise reports and presentations. Training and experience Broad and extensive engineering experience in planning, development, construction and maintenance of roads, bridges, and other transportation facilities. Advanced educational/training in civil engineering. Demonstrated examples of successful public works project planning, design, construction, and close-out. Special requirements Registered Civil Engineer (PE) or Registered Land Surveyor in the State of California. A bachelor’s or master’s degree from an accredited US college or university in planning, engineering, public or business administration, public works management or related field is preferred; 5+ years of progressively responsible experience in public works management and program and budgetary planning is required. Possession of a valid driver’s license.
