Overview
A Senior Programmer is responsible for leading and/or working on the most complex IT applications design, development, testing, installation, implementation and support of new or existing applications software. This role may also involve planning, configuring, testing and managing a systems environment in support of the organization’s IT architecture and business needs. The job may include roles with titles such as programmer analyst, applications developer, software engineer, software developer, software quality assurance specialist, systems programmer, database administrator, computer systems analyst, systems engineer, or systems software engineer. Responsibilities
Analyze and refine systems requirements; translate requirements into applications prototypes; plan and design systems architecture; write, debug and maintain code; determine outputs; design user interfaces; work with customers to test applications; assure software and systems quality and functionality; integrate hardware and software components; write and maintain program documentation; evaluate new application software technologies; ensure information security/information assurance policies are applied to the delivery of application software services. For systems software development, analyze requirements related to the operating system environment; evaluate and install compilers, assemblers and utilities; integrate components; monitor and tune performance; evaluate new technologies and ensure information security controls are integrated into the operating environment. Qualifications
Possess knowledge and experience in applications software development principles and methods sufficient to participate in design, development, testing and implementation of new or modified applications software; operating systems installation and configuration; software design principles; data management principles and methodologies including data modeling, data warehousing and transaction processing; familiarity with infrastructure requirements and system performance considerations; understanding of data structures, system scalability, maintainability and optimization methods; ability to establish cooperative working relationships and communicate effectively in reports and in writing. Experience and skills (listed items summarized): 1) Advanced SQL proficiency with complex query optimization and large datasets; ability to optimize performance and minimize resource usage. 2) Experience with database management systems such as Oracle, MySQL, SQL Server, and Azure SQL, including administration and schema design. 3) Proficiency in Oracle PL/SQL programming, including stored procedures, triggers and functions. 4) Ability to design efficient data models and data structures for storage and retrieval. 5) Knowledge of ETL processes and tools and scripting languages (Python, Perl, Shell) for automating data manipulation. 6) Skill in optimizing database queries and structures, identifying bottlenecks and improving performance. 7) Knowledge of data warehousing concepts and tools for large data volumes. 8) Proficiency with Power BI for visualizations and reporting. 9) Experience with version control systems (e.g., Git) for managing database scripts and queries. Experience and Education
This classification must have a minimum of seven (7) years of experience in electronic data processing systems study, design and programming, with at least four (4) years in a lead capacity. 1) Four (4) years in the past seven (7) years writing complex SQL queries and optimizing performance across Oracle, MySQL, SQL Server, and Azure SQL; 2) three (3) years in the past four (4) years working with Oracle PL/SQL or similar; 3) three (3) years in the past four (4) years designing and optimizing database schemas; 4) three (3) years in the past four (4) years developing reports/visualizations with Cognos, Power BI or Crystal Reports; 5) three (3) years implementing robust ETL processes; 6) three (3) years providing technical leadership and code reviews; 7) two (2) years communicating complex technical concepts to stakeholders; 8) three (3) years debugging complex database issues and optimizing queries; 9) two (2) years building Power BI reports; 10) two (2) years maintaining documentation of schemas, procedures and ETL processes. • This classification requires a bachelor’s degree in an IT-related or Engineering field.
