Summary King County’s Facilities Management Division (FMD), Real Estate Services Section (RES), seeks a Strategic Development Analyst (Special Duty Assignment). This county subject‑matter expert will use leasing, acquisitions, sales, negotiation, and property management skills along with knowledge of Council legislative packages for transaction approvals to manage major real estate development, finance, and infrastructure projects. The incumbent provides expertise in complex analysis and risk assessment of business issues.

Job Duties

Direct and lead strategic planning for complex projects, develop objectives, timeframes, deliverables, assessment criteria, and report on status, goals, budget, schedule and other issues.

Provide project charters for property sales and lease agreements for County‑owned property, develop and evaluate financial models, review legal documents, and negotiate with public and private entities.

Identify revenue sources and prepare forecasts including risk and volatility assessments, utilizing existing forecasts and adjusting for economic changes.

Analyze legal, financial, political and other issues pertaining to projects and develop and draft agreements based on issue analysis and negotiation. Review contracts, identify problems, make recommendations, and ensure compliance with laws and regulations.

Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Highly organized with capacity to manage a large volume of work; possess functional, supervisory and technical knowledge to perform at a high level, including handling performance and conduct issues.

Advanced skill in developing, modifying, understanding and interpreting complex real‑estate documents (leases, easements, purchase and sale agreements, due diligence materials).

Excellent customer service and ability to build and maintain effective relationships with stakeholders and teams.

Proficient at using analysis to solve difficult problems and identify non‑obvious issues.

Experience establishing relationships with decision‑makers, legal/risk management and technical experts.

Advanced speaking and writing skills – clear and concise to diverse audiences, with experience giving formal presentations.

Demonstrated experience developing and implementing best real‑estate practices, including software systems.

Understanding of large capital or build‑to‑suit projects and related real‑estate processes and documents.

Preparation and interpretation of complex real‑estate financial analysis.

Intermediate to advanced skills in Excel, Outlook, Word, PowerPoint; proficiency with SharePoint.

Research and data analysis skills.

Knowledge of local real‑estate markets, data services and resources.

Knowledge of local, state, federal policies, procedures and ordinances.

Knowledge of real‑property instruments.

Past experience leading and implementing Lean or quality processes.

Reading and interpreting maps, surveys, plans and specifications, and advanced appraisal methods.

Experience working with elected officials or boards of directors.

Current knowledge of real‑estate practices, trends and technology.

Proficiency in problem‑solving, analysis, policy and strategy development.

Skill in team building, motivating staff, and creating a climate of high performance.

Other Position Information This position is not represented. It is exempt from the Fair Labor Standards Act and is not overtime eligible. Employees are paid bi‑weekly. Regular hours are Monday–Friday, 8:00 a.m.–5:00 p.m.
